The successful candidate will lead the cost estimating, design, procurement, installation and facility changes to support new and modified trainers and training systems at Naval bases in Groton (CT), Norfolk (VA), Kings Bay (GA), Bangor (WA), San Diego (CA), Pearl Harbor (HI) and Guam. Work will support all classes of submarines and their Hull, Mechanical, Electrical and Ordnance (HME&O) systems, Command and Control System (CCS) and Nuclear Propulsion Systems. The candidate must be capable of handling multiple tasks for concurrent projects at several locations while recognizing priorities and balancing workloads. Tasks include working with subcontractors and vendors to develop project estimates; working with purchasing to develop the best contracts; working with design to develop the most logical designs and layouts; working with finance to make the most efficient use of fiscal funds;establishing, maintaining and reporting overall project budgets and financial status reports; developing projects schedules; developing formal and informal project proposals for presentation to the customer; general correspondence, engineering reports, and trainer and facility modification conceptuals. The position will include chairing or participating in periodic teleconferences and program reviews and developing meeting minutes. The position will include direct interface with seniors levels of Electric Boat, the customers and the host commands at the training sites. The primary customers include NAVSEA 07TR, NAVSEA 08, SLC, NAWC/TSD, NUWC and NSWC.
The position is located at the D701 offices at the upper Subase in Groton, CT. Ten (10) one week trips a year is considered average, though longer less frequent trips are possible depending on the project. The ability to obtain a SECRET clearance is required.
