About the Business Line
AECOM's Global Support Services (GSS) organization resides within AECOM's Government business line and is comprised of three divisions - International Development, Operations and Mission Support, and Global Programs. GSS has the international presence, personnel networks and procurement infrastructure to deliver support for any mission, anywhere. We optimize the reliability, availability and sustainability of equipment, logistics systems and facilities for clients around the world. GSS supports the U.S. Government, non-U.S. Governments and industry clients with worldwide program management, planning, design, operations and maintenance, logistics, aviation services, security, international development, environmental and civil engineering and mission and intelligence support.

Job Summary
AECOM International Development seeks short-term technical assistance (STTA) for its growing portfolio of projects focusing on democracy, human rights and governance (DRG). AECOM's expertise is broad-based, and includes institutional strengthening, public administration & public policy, transparency & accountability, decentralization & local governance, and citizen participation & civic engagement. Services to be provided include assessments, technical assistance, training design and delivery, and evaluations of projects seeking to strengthen democratic governance at the national and local level.

Minimum Requirements
  • Minimum of 15 years' experience in a relevant technical subsector.
  • Advanced Degree in International Relations, Public Policy or relevant field.
  • Successful track record designing, implementing or evaluating projects funded by USAID and other donors.
  • Excellent organizational, analytical, oral and written communications skills.
  • Written and oral fluency in English.

Preferred Qualifications
  • Written and oral fluency in a foreign language, especially Arabic, French, Russian, or Spanish.
  • Published DRG assessments or evaluations demonstrating expertise in one or more DRG subsectors. Demonstrated expertise with political economy analyses and local systems frameworks.
  • Demonstrated expertise in providing technical assistance and/or designing and delivering training in institutional strengthening, public administration & public policy, transparency & accountability, decentralization & local governance, or citizen participation & civic engagement.
  • Previous experience as a Chief of Party on a USAID-funded project.
