About the Business Line
AECOM's Global Support Services (GSS) organization resides within AECOM's Government business line and is comprised of three divisions - International Development, Operations and Mission Support, and Global Programs. GSS has the international presence, personnel networks and procurement infrastructure to deliver support for any mission, anywhere. We optimize the reliability, availability and sustainability of equipment, logistics systems and facilities for clients around the world. GSS supports the U.S. Government, non-U.S. Governments and industry clients with worldwide program management, planning, design, operations and maintenance, logistics, aviation services, security, international development, environmental and civil engineering and mission and intelligence support.
OVERALL Description of Component B
Egypt's MSMEs underperform due to weak business and financial management skills, which limit their ability to grow, access finance, and integrate into larger and more established value chains.
BDSCs, which could help MSMEs overcome skills deficiencies, are fragmented, ineffective, and fail to take into account the needs of MSMEs, particularly women and youth. As a result, most MSMEs never receive business development services support of any kind. Furthermore, most either have a negative impression of BDSCs or simply do not know where to go to obtain such support. Others are ignorant to their need to gain the business and management skills required to grow and expand their businesses and ultimately succeed.
The enabling environment for MSMEs also remains weak, in part because the GOE has not overcome coordination issues that undermine holistic enabling environment reforms. In addition to needed reforms to the laws and regulations affecting company registration, licenses an permits, imports and exports, commerce, trade, public procurement, and financial services, for example, there is also an urgent need for better coordination amongst the services provided by the GOE to the MSME and entrepreneurial eco-system.
Component B's core function is to improve the quality and accessibility of financial and non-financial services for MSMEs, including but not limited to designing and implementing a comprehensive action plan to improve the availability and accessibility of effective, efficient BDS; building on USAID's Tamayouz Centers, support the development and replication of a best practice One-Stop Shop in underserved geographies across Egypt; develop new financial products, build capacity and MSME market awareness in bank and non-bank financial institutions, and ultimately improve MSME access to applicable financial products and services. Component B also includes the application of new technology such as ICT, mobile, SMS, and internet based approaches to increase access to BDS for women and youth and help overcome Egypt's cultural, social, and spatial constraints. Rather than reinvent the wheel or create more institutions, SEED will work through existing provider organizations, associations and networks. SEED will expand access to OSS services in disadvantaged communities; use a twinning approach with best practice models to replicate high-quality BDS services; facilitate the expansion through linking, technology, and collaboration of existing BDS networks; use outreach strategies to increase market awareness and the uptake of BDS which will help overcome the perception that BDS is unhelpful; expand the use of demand-driven financial products at banks, MFIs and other NMFIs emphasizing new financial instruments such as crowd funding, leasing, venture capital, and factoring. Of particular interest to SEED will be improving the capability and capacity of the Social Fund for Development (SFD), Egyptian Financial Supervisory Authority (EFSA), and the Tamayouz Centers.
