About the Business Line
AECOM's Global Support Services (GSS) organization resides within AECOM's Government business line and is comprised of three divisions - International Development, Operations and Mission Support, and Global Programs. GSS has the international presence, personnel networks and procurement infrastructure to deliver support for any mission, anywhere. Job Summary
USAID's Strengthening Entrepreneurship and Enterprise Development (SEED) in Egypt project is part of the Trade and Investment Promotion in Egypt (TIPE) project. The project focuses on strengthening the development of micro, small and medium enterprises (MSMEs) and entrepreneurship. More specifically, the purpose of the contract is to increase employment and income of MSMEs and entrepreneurs by: (1) stimulating entrepreneurship and innovation; (2) enhancing formalization of private enterprises; (3) improving financial and non-financial services to MSMEs, especially those owned by women and youth; (4) integrating MSMEs and entrepreneurs in progressive value chains; and (5) addressing enabling environment policy reform initiatives to facilitate MSME development that is aligned to the Government of Egypt's (GOE) plans and commitment, and subject to the emergence of champions who will advocate for these reforms.

SEED provides technical assistance, capacity building, and training to relevant stakeholders and counterparts in order to support the growth of MSMEs and promote entrepreneurship in Egypt. Stakeholders and counterparts include public sector reform champions, universities, BDS providers, mentors, business associations, investors, financial institutions, public organizations, MSMEs, and entrepreneurs. SEED will collaborate with other development partners (donors) and other USAID contractors to take full advantage of synergistic opportunities in achieving results. Special focus will be given to disadvantaged areas and population groups such as women and youth. Youth is defined for the purpose of this activity as individuals who are between ages of 15 and 29 years old.


The Entrepreneurship Skills Development Senior Advisor will report to the Component A Team Lead and will have strong working relationships with SEED Entrepreneurship stakeholders including: GoE counterparts, universities, entrepreneurship centres, consulting groups, high schools, entrepreneurship and youth NGOs, other entrepreneurship players in other international organizations, angel investors and private sector companies. Performance will take place in Cairo, Egypt.

The Senior Advisor will provide technical assistance to private sector organizations to build on the successes of previous projects and develop a well-functioning entrepreneurship eco-system that promotes the entrepreneurship culture, and skills, innovation, mentorship, and business and financial education, especially among women and youth. Interventions must consider supporting entrepreneurs and start-up enterprises as well as developing the entrepreneurship ecosystem in order to achieve results.

The Senior Advisor will also be responsible for fostering in-country relationships and linkages among schools, universities, science and technology institutes, business and industrial associations, and other organizations to identify, mentor, and support promising entrepreneurs.

Along with the component A Team Lead, the Entrepreneurship Skills Development Senior Advisor will contribute to and help
  • Stimulate entrepreneurship among women and youth.
  • Improve the access to mentoring services for women and youth.
  • Increase interest and skill among women and youth to purse entrepreneurial careers.

Activities will include but are not limited to the following:
  • Establish a network of female entrepreneurs.
  • Establish a network of youth entrepreneurs.
  • Create and assist in implementing a mentorship program dedicated to women and youth entrepreneurs.
  • Design and assist in the implementation of an entrepreneurship program that includes financial and business education and innovation in high schools and another one in universities.
  • Develop outreach campaigns to raise awareness of available services for female and youth entrepreneurs.
  • Support other efforts as requested.

Minimum Requirements
  • Must be of Egyptian nationality
  • BA in business related field
  • 10-15 years experience in business related functions with at least 5 years in entrepreneurship related activities
  • Relevant international experience working with start-up enterprises and/or venture capital businesses
  • Demonstrated experience in designing and managing entrepreneurships programs a plus
  • English fluency is required

  • Previous USAID Experience
