Job Summary
The primary focus of the role is to oversee and manage estimating of capital projects during life cycle of the project from inception through to operation handover; also estimate against individual activities to build work packages against procurement strategies, in relation to Phase 1 of the planned extension of the Special Economic Zone in Gabon, in collaboration with engineering, procurement, design and construction teams.

Duties & Responsibilities
Lead and Mentor a team of estimators
  • Prepare and submit cost estimates to Project Scheduler/Programmer, Contracts and Procurement Head and Project Managers
  • Conduct and coordinate contract reviews
  • Independently verify construction progress
  • Track expenditure on the project and reconcile that with the progress reported by the Contractors
  • Compare actual quantities installed /billed with total quantities in order to verify Construction / Installation progress
  • Report on the project funding, risks and critical path method of monitoring the project to the client
  • Gather data from Contractor and provide forecasts of project cost and time measures
  • Review and monitor the processes of controlling changes to the cost budget on a monthly basis (produce Monthly Cost Reports)
  • Liaise with Project Managers, Project Controller and Contract& Procurement Head with regards to RFI's / RFQs
  • Record all cost deviations (Variance Analysis Report) and provide adjudication of cost variations
  • Manage the preparation of Budget Estimates for procurement packages
  • Control and monitor project budgets based on baseline activities, invoices, claims, contracts, suppliers and expenditures
  • Identify, detail and cost specific risks and opportunities associated with Contractor submissions
  • Ensure that all work in the preparation of such estimates is in accordance with the procedures and contractual requirements
  • Actively participate in and contribute to the procurement, management and technical aspects of projects
  • Liaise with key project personnel to identify long lead items for procurement and construction purposes
  • Coordinate and liaise with Area Managers and other internal / external parties and vendors to ensure all construction packages are identified
  • Escalate issues where necessary
  • Maintain quality of work (statutory requirements, corporate standards)
  • Obtain all publications and policy statements related to the government's health and safety regulations, policies and procedures ensure that the Contractor draws up a site health management plan and keeps all staff fully informed on procedures
  • Ensures compliance and adoption of practices supporting AECOM OH&S policy

Minimum Requirements
  • 8 year experience as a Senior Estimator in the within the civil construction industry
  • Skilled in extracting information from vendor and internal data for estimating purposes
  • Experience in application of costing data across various construction packages
  • Experience in using QUEST or other similar estimating software
  • Experience in estimating large multi-disciplinary scale projects (EPCM or combination)
  • Experience in estimating across multiple projects simultaneously
  • Sound general computer skills - QUEST, MS Office Suite
  • Demonstrated commercial acumen in the engineering and construction environment

    Specific Skills required:
  • Previous experience in a similar role
  • International procurement experience desirable
  • Communication skills - written messages are clear; communicates with passion and conviction; able to communicate at all levels
  • Demonstrated commercial acumen, and ability to develop a client base
  • Knowledge of the market for consulting services
  • High level of general computer skills, e.g. Excel
  • Results orientated and self-starter
  • Able to communicate effectively with people at all levels in the organisation
  • Able to maintain composure under all circumstances
  • Ownership, responsibility and accountability
Will be located in Western African, French speaking country
Incumbent should be willing to move in-country
Should have experience in airports, roads and railway

Preferred Qualifications
  • Degree or certificate in a related field, i.e. Quantity Surveying, Project Management
  • Member of industry related professional organisation
