The Program
Here is your opportunity to work on the first ever high-speed rail program in the U.S. while growing your career on a groundbreaking project. The California High-Speed Rail program will connect the mega-regions of the state, contribute to economic development and a cleaner environment, create jobs and preserve agricultural and protected lands. By 2029, the system will run from San Francisco to the Los Angeles basin in under three hours at speeds of more than 200 miles per hour. The system will also extend to Sacramento and San Diego, totaling 800 miles with up to 24 stations.

The Role
The California High Speed Rail Authority has awarded WSP | Parsons Brinckerhoff the Program Management role within the Rail Delivery Partners (RDP) program delivery team. As a result we have an immediate opportunity for a Project Manager to work on the CHSR reporting to the Program Management Team Regional Director of Projects, Northern California. Functionally, the position will be a key member of the CHSRP project management delivery team (PM Delivery Team) providing full time support to the project delivery team and responsible for the management and oversight of multiple projects with a combined value in excess of one billion dollars. The assignment is located in the CHSR Sacramento, CA office.

The Project Manager is responsible for facilitating the successful delivery of assigned projects from inception to close-out, on schedule, within budget, in accordance with the approved scope, meeting established quality requirements and objectives under the direction of the Regional Director of Projects and working in concert with the PM Delivery Team.

Responsibilities include:
  • Lead the development of, or revisions to, new and/or existing project work plans, risk management plans, communication plans, and quality management plans
  • Plan, organize, coordinate, and manage delivery of projects utilizing the Authority's project management processes and tools
  • Actively manage project life-cycle activities at various stages of project delivery for ongoing and future projects.
  • Coordinate and provide oversight of project-level functions
  • Manage project control activities for environmental, design, third party coordination, and construction or right of way related issues using established earned value methodologies
  • Coordinate with the Public Information Officer and may serve as a point of contact for the public regarding assigned projects and assist in outreach efforts in communicating status of project

    Job Requirements
    The Requirements
    The Project Manager position requires relevant experience in the Transportation and Rail Transit industry with strong client relationships. The ideal candidate must demonstrate a high degree of creativity, foresight, and engineering judgment in planning, analyzing and influencing complex projects and programs of significant size and importance. The person must be a self-starter, who can execute strategy and achieve results.

    The Project Manager position requires:
        • A minimum of 17 years of relevant experience in transportation engineering, design, construction, design-build delivery, and/or project and program management with specific experience in major rail transit, highways, elevated structures, and/or high-speed rail projects, including preparing work plans, maintaining schedules and budgets, managing resources on assigned projects, preparing and reviewing proposals and presentations, and working with clients
        • Knowledge of the various phases and functional responsibilities of project delivery and the principles of project management.
        • Proven ability to demonstrate leadership, team-building, and collaboration skills, including a proven track record for meeting established project and/or business goals and objectives
        • Strong communication and coordination skills, given the strong matrix organization assembled for the program delivery team
        • Excellent communication and negotiating skills (both written and oral), and the ability to speak knowledgeably with other consultants, stakeholders, other governmental agencies and individual citizens
        • Ability to analyze situations and data accurately; lead the development of effective solutions and strategies for difficult planning, environmental, engineering, technical and logistical problems related to delivery of the high-speed rail project; and collaboratively engage the services of other parties necessary to achieve results
        • Ability to negotiate, analyze and/or assist in the preparation of agreements with consultants or public entities is a key requirement of this position.
        • Bachelor's Degree in Civil Engineering, Construction Management, or a closely-related field
        • Ability to work in the US immediately, local candidates preferred
    The following qualifications are preferred:
    • Active professional registration as a Civil Engineer in California (PE)
  • A minimum of five years of relevant experience in the delivery of high-speed rail and/or rail transit systems
  • Experience with third Party participation (including Utility Owners, Railroad, and other transportation agencies)
  • Experience working with regional transportation, transit and/or rail agencies
  • Familiarity with state and local multimodal transportation systems within the assigned region
  • A working knowledge of state contracting procedures including those for Professional Services, Construction, Design-Build, and Maintenance Agreements
  • A working knowledge of the missions, goals, laws and rules to be implemented by the Authority
