About the Business Line
AECOM's Global Support Services (GSS) organization resides within AECOM's Government business line and is comprised of three divisions - International Development, Operations and Mission Support, and Global Programs. GSS has the international presence, personnel networks and procurement infrastructure to deliver support for any mission, anywhere. We optimize the reliability, availability and sustainability of equipment, logistics systems and facilities for clients around the world. Job Summary
AECOM is seeking an Industrial Controls Systems SME to provide Defense Critical Infrastructure Protection (DCIP) support to our Dahlgren, VA customer by providing technical analysis capabilities, data, and associated program analysis to analyze and assess Electric Power infrastructure for anti-terrorism and force protection. Work may be performed in the NSWC Dahlgren location or the Prime contractor's Fairfax, VA location.
Responsibilities may include:
  • gather and correlate data using established and well-defined procedures
  • perform Industrial Controls Systems assessments; conduct site evaluations and make recommendations for Supervisory Control and Data Acquisition (SCADA)/control system and instrumentation upgrades
  • perform risk/vulnerability assessments and analysis specific to DoD and DoD-dependent control systems and networks
  • identify control system architectures and network mapping procedures and infrastructure workflow analysis, and perform gap analysis
  • develop and update assessment benchmarks and standards and follow-on analysis related to control systems security analysis, historical assessment research, and data collection and reporting
  • perform infrastructure analysis and assessment related to abilities to support a site's mission and analysis of infrastructures providing support to a given region
  • perform remediation and mitigation planning to develop options to reduce mission risks and vulnerabilities; perform detailed analysis of the expected lifecycle cost and quantified benefit
  • identify susceptibilities and operational and infrastructure dependencies and perform dependency analysis to study the interconnection and dependencies different missions and infrastructures have on one another
  • perform threat analysis to identify the risk, vulnerability, and impact of a loss of a given asset, network, or system
  • develop written and graphical information based on findings/analysis
Perform all other duties/tasks assigned.

Minimum Requirements
Bachelor's degree or equivalent in Computer Science or related field, and ten to twelve years of relevant work experience.
Five years of experience with industrial control systems including experience in at least two of the following areas:
  • Analysis of legacy and contemporary automation and control systems, networks, and protocols
  • Engineering and design of control systems and networks including layered, "defense-in-depth" security architectures
  • Analysis of industrial control system threats and recommending and implementing effective countermeasures
  • Providing comprehensive gap analysis of policy, procedures and configurations
  • Performing both "blue" and "red" team analysis of security systems
  • Securely integrating automation and control systems with other business systems such as Building Information Models
Must be able to obtain/maintain a Secret Clearance required

Preferred Qualifications
Existing DCIP experience preferred. Good communications (verbal and written) and analytical skills; Experience with project management software systems, such as Microsoft Project and other Microsoft Office programs. Experience in SCADA, Control, and Network Systems design. Ability to apply Critical Asset Identification Process (CAIP) as outlined in DoDM 3020.45 Volume 1 desired. Understanding of Mission Assurance Decision Support System (MADSS) and Strategic Mission Assurance Data System (SMADS) desired
