About the Business Line
AECOM's Global Support Services (GSS) organization resides within AECOM's Government business line and is comprised of three divisions - International Development, Operations and Mission Support, and Global Programs. GSS has the international presence, personnel networks and procurement infrastructure to deliver support for any mission, anywhere. We optimize the reliability, availability and sustainability of equipment, logistics systems and facilities for clients around the world. GSS supports the U.S. Government, non-U.S. Governments and industry clients with worldwide program management, planning, design, operations and maintenance, logistics, aviation services, security, international development, environmental and civil engineering and mission and intelligence support.

Job Summary
In 2004, the Egyptian Parliament passed Law 141. The law requires that ten percent of Government Procurement contracts be awarded to small and medium-sized enterprises (SMEs). There is a widespread agreement from the Private & Public sectors that the set - aside requirements of Law 141 have not been attained.

Main Tasks
  • Work closely with the Component B leader and team to develop an action plan and time line for the assignment's key milestones and deliverables.
  • Assess the current situation of implementing law 141 with respect to the required 10% SME set aside for government procurement actions.
  • In collaboration with the SEED Team, identify the keys players (stakeholders and their roles in implementation of this law) through roundtables discussions with the government officials and SMEs.
  • Conduct a gap analysis, including a training needs assessment for both parties to better identify potential solutions to this discrepancy.
  • Research and determine the key impediments facing the proper implementation of the part of the law.
  • Develop a plan of action that results in this set-aside being used and monitored, including the requisite stakeholders, processes, and estimated time line for such a campaign.
  • Be available to the COP, Component B leader and team to contribute to meetings, presentations and other activities as requested.
  • A report with findings, conclusion and recommendations to implement the set-aside on a sustainable basis. This report should include an assessment of the current reality; identification of the main impediments and the reasons why they exist; a listing of the key stakeholders, including decision makers; and an action plan (recommendations on how best to promote this provision in the law such that it is managed, monitored and sustainably implemented.
  • Help SEED develop an awareness and marketing strategy and action plan to increase the number of SMEs applying for government procurement.
  • Develop a training outline to assist SMEs readiness to apply, qualify, and ultimately win government procurement opportunities.
  • Similarly, based on the findings, draft a SOW for a training and/or technical assistance intervention for relevant Government Officials in charge of the tender system for SMEs according to Law 141 and international best practices.
  • Deliver an end of assignment presentation to USAID and SEED with the resultant findings, conclusions and recommended next steps.
