This is a QS role working on the London Underground on the 4LM Programme which is the biggest underground programme globally (£800million approx)

In the UK, we deliver advanced signalling, supervision and control, integrated communications, security and information systems for urban rail, mainline rail and road networks. And as we continue to grow our business, we need more talent to join us in making our cities better connected. We are seeking a Quantity Surveyor to work to join the team working specifically on the 4LM programme,, a circa £800m scheme with London Underground to upgrade systems on the District, Hammersmith & City, Circle, and Metropolitan lines which will allow London Underground to reduce journey times, increase numbers of trains per hour and increase the number of passengers carried on the network. This is currently the biggest urban rail signalling programme worldwide and is an exciting and complex challenge to deliver.
This is a vital role that fits within the 4LM project team to act as the interface between the project and its key installation subcontractors particularly during out of hours site work, the role will be primarily night shift work with some day work as required.
This role will be key within the project environment and will support the Thales Procurement, Installation and Commercial teams, on a night shift basis, to ensure that subcontractors are managed to maintain progress, control change, achieve value for money while proactively identifying potential issues.
To operate in the commercial management of the project and to administer, measure and report on financial matters relative to specific subcontracts.

Specific Qualifications Required:

Be working to or be a member of the RICS / CIOB or other recognised Professional Membership

HND/HNC, BSc degree in Quantity Surveying or other equivalent commercial related subject

Responsibilities and Tasks:

Provide commercial and contractual administration of installation subcontracts in support of the Subcontract Manager and Project

Assist and support the preparation of monthly internal cost value reports to ensure project management are appraised of subcontractor financial progress

Develop and issue subcontractor cash flow forecasts based on the agreed schedule of works

Taking off from drawings and specifications

Analysis and valuation of completed subcontractor work to ensure value for money is achieved along with valid commercial acceptance

Identify and manage additional works, maintaining records and evaluating the value of such works

Preparation of monthly applications for payment ensuring proper and timely payments to subcontractors in accordance with their subcontracts

Attend meetings with Clients representatives, subcontractors and internal meetings

Prepare and compile Subcontract Orders

Provide support to the site team on commercial and contractual issues

Understanding the implications of health and safety regulations and the operation thereof on site

Liaise with Commercial Managers as required (frustrated access and change)

Knowledge and Experience

Knowledge of London Underground/Rail Industry

Experience of Building / Civil Engineering construction techniques

Good knowledge of Methods of Measurement and valuation

Good working knowledge of Standard form of contracts e.g. NEC 3 (Opations A &C)/ICE – particularly Target Cost

Full understanding of periodic cost reporting and comparison with budgets and forecasts

Experience of Subcontractor procurement from tender to award

Commercial management of contracts and subcontracts

Proficient in the use Word & Excel

Experience of cost accounting systems and effective allocation of costs
