Head of Finance & Cost Estimating|
Engineering Knowledge/market experience is required
THALES - Ground Transportation Systems (GTS)
We are looking for our new Head of Finance and Cost Estimating, in this role you will be an integral part of our Finance team and will be managing an expereinced Finance Manager and some of our graduates. This role is working within our Transport business which is a largely engineering environment. We are a world leader in Rail signalling and have a variety of programmes from small to £1billion that you will be working with in this role.
On behalf of the business and in support of Corporate Governance, ensure the integrity of estimating, costing and financial modelling of bids and projects as appropriate.
To develop, lead and direct an estimating and bid finance capability to produce efficiently competitive cost targets and cost estimates and ensure that the accuracy of the costing and pricing reflects the scope of work and risk associated with a bid, along with the required margins in the transportation market.
Support price to win activity.
Co-ordinate and drive engineering project management and functional leads to create work breakdown and estimate structures that reflect the proposed solution and/or customer requirements.
Compile price and cost estimates for everything from a one-off scheme to maintenance projects which will be completed over several years and may include complex and structured finance.
Dimensions (Headcount/ Sales/ Order Intake/ Budget accountabilities)
Reporting to the Finance Director, responsible for providing estimating data for solutions, products and services, working closely with Sales & Bid teams with an expected annual value in excess of £500M.
Key tasks and accountabilities:
Responsible for providing estimates to Capture Leads, Bid Managers and projects (where projects are managing variations), to enable the company to quote in a timely and competitive manner for its solutions, products and services in the market place.(Includes support, spares and repairs).
To recruit and manage a team to meet the requirements of the business within the job holders area of responsibility.
Championing and leading the estimating capability/teams and develop world class metrics so standardization is achieved and benchmarks are established.
To develop and maintain an accessible library of estimates to support new bids as well as understanding variances on projects.
To develop through mentoring and sponsoring the estimating capability in other departments e.g. engineering so that functions can more accurately support the production of estimates.
Support the generation and review of Business Cases.
Modelling of estimated costs, overheads, funding, cashflow, margin, profitability, ROI.
Undertake the analysis of costing data to support management investigations and external audits when required.
Ensure that price and cash sheets comply with the mandated margins and cash constraints and are a true reflection of the cost and risk estimates.
To work with the Capture Lead on customer pricing approaches, and ensure the pricing submitted to the client reflects the agreed approach and reconciles to the company mandated expected sales price.
Introduce and use standard tools sets to produce standard structures for input and outputs for estimates and bids.
The job holder will be expected to work out of normal office hours, often at short notice, when required.
Technical & Professional Skills
A good knowledge of MS Office Suite, especially Excel.
Estimating experience in relevant markets, ideally with a mix of signaling and telecoms and vehicle fitment
A strong knowledge of estimating techniques including the development and use of parametrics.
Demonstrable knowledge of estimating and project control tools generally available in the market place.
Strong commercial and financial awareness.
Good organisation and presentation skills
Ability to meet tight deadlines
Understanding of data confidentiality
Aware of price trends in the industry
Familiar with regulations, exchange rates and financial guidelines
Education & Qualifications:
Degree in a relevant discipline (preferably a higher level engineering qualification) and/or appropriate experience.
Professional membership such as Association of Cost Engineers, Institute of Highways and Transportation (or similar).
Construction/Rail Industry and methodology experience is desirable.
