WSP|Parsons Brinckerhoff is an international engineering, design and planning firm with offices throughout the US and the world. Transit & Rail Systems (T&RS) Technical Excellence Center (TEC) has an immediate opening in Herndon, Virginia Beach or Richmond, Virginia for a project manager/ transit planner or engineer. This position will be engaged in supporting and leading transit projects and pursuits in Virginia, focusing on Northern Virginia, Hampton Roads and Richmond, Virginia as well as supporting transit and rail pursuits and projects, as needed in the Southeast and throughout the United States.

The selected candidate will function as a Project Manager, Deputy Project Manager or Discipline Lead and provide transit planning, engineering and project management support. The Principal Technical Specialist will provide quality assurance on assigned projects..

This senior level position reports to the Transit &Rail Southeast Manager and is responsible to provide leadership, direction, and management of all facets of transit and rail projects and pursuits.

The position will require some travel, particularly in Northern Virginia, Richmond and Hampton Roads areas.

Job Requirements
Education Required:
      • Bachelors Degree in Transportation, Planning, Engineering or equivalent
Experience/Skills Required:
      • Minimum of 10 years of task and project management experience in transit projects
      • Proven ability to manage large, complex transit and development projects and tasks
      • Transit planning/engineering and project management experience in the United States
      • Excellent, high level presentation skills
      • Ability to identify, develop, plan and implement complex transit projects and pursuits
      • Outstanding communications skills, both verbal and written
      • Excellent client relations skills
      • Experience with FTA funded and State funded projects (preference for Virginia - VDRPT)
      • Knowledge of the FTA planning, financial and grant processes
      • Knowledge of the NEPA process
      • Budgeting, scheduling and cost control skills
      • Ability to manage time and workload effectively which includes planning, organizing and prioritizing with attention to details and use of good judgment
      • Ability to clearly articulate and prioritize attributes of multi-modal transportation systems
      • Knowledge or the ability to rapidly acquire knowledge of Federal and local laws, ordinances, and regulations governing or influencing transit projects
      • Knowledge and ability stay abreast of state-of the- art developments in areas related to responsibilities and in the transit planning, engineering and project management fields
      • Ability to establish and maintain effective working relationships with other offices of WSP|Parsons Brinckerhoff, transit agencies such as VRE and HRT, VDRPT, consultants, contractors and outside agencies
      • Proficiency with Microsoft Office Suite
      • Ability to effectively supervise a professional transit planning and engineering staff and deliver on-time, high-quality, safe, cost-effective performance of transit planning and engineering projects and tasks, through direct staff and consultants
      • Client relations experience
Desired Qualifications:
      • P.E. or AICP preferred
      • Experience working for public transit agencies

The selected candidate must have the ability to work in the United States immediately.
