Job Summary
AECOM is seeking a Senior Construction Estimator for an ongoing construction project in San Luis de Potosi, Mexico to join the team in early July 2016. The Estimator is responsible for activities related to estimating all the elements of project cost including labor (manual and non-manual), materials and permanent equipment, supplies, consumables and expenses, and construction equipment rental and operating costs, contingency, escalation, program risk, etc.

Responsibilities include, but are not limited to:
  • Responsible for the technical aspects of planning and organizing the work of team members
  • Develops Work Breakdown Structures
  • Leads the preparation of an estimate, final estimate packages, and performs estimate reviews for accuracy and completeness
  • Evaluates suitability of scope and execution plan for basis of estimate
  • Prepares Estimate Plans (approach, techniques, level of effort, cost, schedule), Basis of Estimates, and qualifications
  • Prepares bid tabulations responding to the customer/Request for Proposal requirements
  • Collects, analyzes and archives project data. Develops historical documentation
  • Reconciles current project estimate comparisons with previous performance and market benchmark data
  • Negotiates internal issues, priorities, and deadlines
  • Prepares and negotiates change orders
  • Performs contingency and risk analysis
  • Delivers estimate presentations as necessary
  • Develops and applies Industrial Manufacturing and/or Automotive specific expertise, lessons learned, technical, commercial and historical data (including construction means & methods, production rates, execution strategies, industry and competitor trends
  • Prepare large project / program estimates including multiple concurrent estimating assignments
  • Understands estimating terminology and measures and recognizes processes/project actions that may impact the project
  • Participates in the analysis and utilization of estimates to predict key project issues
  • Assists the Project Manager in presenting, trouble-shooting and improving estimates
  • Understands construction means, methods, and sequences
  • Complies with established company policies and procedures and utilizes established systems and tools
  • Assumes training and mentoring roles as requested
  • Executes efficient meetings
  • Leads in tracking action items

Minimum Requirements
  • Bachelor's degree in Engineering, Construction Management or demonstrated equivalent combination of education, training, and/or related experience
  • Proficient in English and Spanish (applicants who do not meet the language requirements need not apply)
  • Entrants to this position require extensive experience in the Engineering or Construction Industry with 8 years in estimating
  • 6 years of experience on a project performing work outside the estimating function that can be equated into knowledge required to be a strong Estimator
  • Demonstrated field / estimating experience in as many of the following areas of work as possible: Earthwork, Concrete, Electrical, Utilities- Wet & Dry, Structural steel, Pre-engineered facilities, Pavements, Architectural Finishes
  • Strong understanding of planning and scheduling, overheads, G&A and insurances
  • Experience as lead estimator on projects of $250 million and higher in the Industrial Manufacturing and Automotive Manufacturing fields with an emphasis on large scale industrial buildings
  • Experience with EPC project delivery methods including goals and objectives, scope development, execution planning and scheduling, WBS/EVMS, Estimate planning and development, contract negotiation, project management, construction management, change management, project close-out and historical data collection and validation
  • Expectation management, negotiation, influencing and making things happen when you have little or no formal authority over those contributing to the estimate
  • Proficient in Microsoft Office (Excel, Word, Power Point)
  • Proficient Knowledge of BISMA/Neo-Data
  • Proficient Use of Internet and Internet based systems
