About the Business Line
AECOM's Global Support Services (GSS) organization resides within AECOM's Government business line and is comprised of three divisions - International Development, Operations and Mission Support, and Global Programs. GSS has the international presence, personnel networks and procurement infrastructure to deliver support for any mission, anywhere. We optimize the reliability, availability and sustainability of equipment, logistics systems and facilities for clients around the world. Job Summary
AECOM is searching for a Deputy Chief of Party for the upcoming USAID-funded Iraq Governance Program.

Activities will advance effective, accountable, and transparent governance in Iraq. The effort will work with the Government of Iraq (GOI) at all levels to better respond to citizen needs by supporting reform initiatives and Iraqi change agents on inclusive governance and public sector transparency, accountability and economy. Reform initiatives includes: support to improve service delivery functions, public financial management, and open government initiatives, the pace of which will be dictated by the GOI. This activity will support the GOI and the citizens of Iraq in forming partnerships and collaborative efforts, particularly in light of the ongoing fiscal and security crises, to jointly solve problems. This activity will be infused with the principles of equity, representation, and participation. These principles are required to support efficient, effective, and inclusive governance aimed at improving the lives of Iraq's citizens and advancing political accommodation through the function of service delivery and the transparent, accountable stewardship of public funds.

The Deputy Chief of Party candidate will provide support for, but not limited to, overall program management, fulfill the responsibilities of the Chief of Party when required, and manage field operations to ensure achievement of goals, and identify and mitigate program risks.

Minimum Requirements
  • A minimum of a bachelor's degree in public administration, political science, international development or other related social science field;
  • At least five years of progressively responsible experience in managing and implementing large donor-funded programs in good governance or institution strengthening, particularly in transitional, Islamic, or post-conflict countries;
  • At least five years of progressively responsible supervisory experience, including direct supervision and performance evaluation of professional and support staff;
  • Equivalent to a FSI S4/R4 proficiency in the English language;
  • Professional proficiency (equivalent to FSI S3/R3) in Arabic;
  • Demonstrated ability to interact regularly and professionally with senior host government counterparts on policy and other strategic planning issues.

Preferred Qualifications
  • Extensive work experience in Iraq
