About the Business Line
AECOM's Global Support Services (GSS) organization resides within AECOM's Government business line and is comprised of three divisions - International Development, Operations and Mission Support, and Global Programs. GSS has the international presence, personnel networks and procurement infrastructure to deliver support for any mission, anywhere. We optimize the reliability, availability and sustainability of equipment, logistics systems and facilities for clients around the world. Job Summary
AECOM is searching for a Chief of Party for the upcoming USAID-funded Iraq Governance Program.

Activities will advance effective, accountable, and transparent governance in Iraq. The effort will work with the Government of Iraq (GOI) at all levels to better respond to citizen needs by supporting reform initiatives and Iraqi change agents on inclusive governance and public sector transparency, accountability and economy. Reform initiatives includes: support to improve service delivery functions, public financial management, and open government initiatives, the pace of which will be dictated by the GOI. This activity will support the GOI and the citizens of Iraq in forming partnerships and collaborative efforts, particularly in light of the ongoing fiscal and security crises, to jointly solve problems. This activity will be infused with the principles of equity, representation, and participation. These principles are required to support efficient, effective, and inclusive governance aimed at improving the lives of Iraq's citizens and advancing political accommodation through the function of service delivery and the transparent, accountable stewardship of public funds.

The Chief of Party candidate's responsibilities will include, but are not limited to, overall program management, providing leadership to attain objectives, ensuring adequate communication with USAID, and identifying and mitigating program risks. Specific responsibilities include:
  • Provide technical and managerial leadership on inclusive governance, public sector transparency, accountability, public financial management, citizen engagement and service delivery;
  • Lead design and implementation of all program components and activities.
  • Overall leadership, recruitment, training and supervision of office staff and partner organizations;
  • Serve as primary liaison to USAID, local and national governmental authorities, the private sector, local NGOs, and other donor organizations;
  • Oversee field budget preparation, and overall financial oversight to ensure strict fiscal accountability;
  • Ensure the highest quality of program monitoring, evaluation, reporting and communications;
  • Ensure program implementation and financial management complies with AECOM procedures and USAID rules and regulations

Minimum Requirements
  • At least 10 years of progressively responsible international development experience in managing and implementing large good governance or institution strengthening programs;
  • Master's degree in International Development, Economics, or related field;
  • At least 10 years of progressively responsible supervisory experience, including direct supervision and performance evaluation of professional and support staff;
  • Demonstrated organizational skills and strong track record in meeting deliverables and deadlines;
  • Demonstrable professional oral presentation and concise writing skills in English are required. Therefore the candidate must have the equivalent of a FSI S4/R4 proficiency in the English language.
  • Demonstrated ability to interact regularly and professionally with senior host government counterparts on policy and other strategic planning issues;
  • Strong financial management skills including preparing and managing budgets, banking activities, contracts and negotiations; and developing and managing procurement and logistical procedures and policies

Preferred Qualifications
  • Prior experience and work in Iraq or similar conflict environment is an advantage.
  • Fluency in Arabic is strongly preferred.
