About the Business Line
AECOM's Global Support Services (GSS) organization resides within AECOM's Government business line and is comprised of three divisions - International Development, Operations and Mission Support, and Global Programs. GSS has the international presence, personnel networks and procurement infrastructure to deliver support for any mission, anywhere. We optimize the reliability, availability and sustainability of equipment, logistics systems and facilities for clients around the world. Job Summary
AECOM is searching for a Chief of Party for the upcoming USAID-funded Ethiopia Governance Program.

The purpose of this activity is to strengthen both citizen engagement and effective GOE response in the monitoring and delivery of quality public services through USAID/Ethiopia programming. This collective action approach at the community level will lead to specific programmatic outcomes in key pillars of the USAID/Ethiopia portfolio. A related aim is to encourage the long-term adoption of this good governance approach in citizen behavior and Ethiopian government practice. USAID/Ethiopia also intends to build resilience that will contribute to more inclusive growth and a sustainable reduction in vulnerability.


  • Provide technical and managerial leadership on cross-sectoral governance initiatives, including public participation and government responsiveness to improve service delivery.
  • Lead design and implementation of all program components and activities.
  • Overall leadership, recruitment, training and supervision of office staff and partner organizations.
  • Serve as primary liaison to USAID, local and national governmental authorities, the private sector, local NGOs, and other donor organizations.
  • Participate in USAID meetings and site visits as requested.
  • Provide mentoring and professional development support to project staff, with emphasis on building capacity of national staff.
  • Oversee budget preparation and overall financial oversight to ensure strict fiscal accountability.
  • Ensure the highest quality of program monitoring, evaluation, reporting and communications.
  • Ensure program implementation and financial management complies with AECOM procedures and USAID rules and regulations.

Minimum Requirements
  • Minimum of ten (10) years' experience in a relevant technical sector, e.g. improving service delivery, enhancing citizen participation and engagement in development planning and implementation, and strengthening government responsiveness to service user needs
  • Minimum of five (5) years' supervisory and management experience
  • Advanced degree in international relations, public policy, public administration, or related field
  • Demonstrated understanding of the special requirements necessary to manage programs in a challenging environment
  • Successful track record implementing USAID-funded projects
  • Experience and skills in training and managing office staff
  • Excellent organizational, analytical, oral and written communications skills
  • Demonstrated management and leadership skills, ability to work well in a team environment
  • Written and oral fluency in English

Preferred Qualifications
  • Recent work experience in Ethiopia
  • Previous USAID experience
