About the Business Line
AECOM's Global Support Services (GSS) organization resides within AECOM's Government business line and is comprised of three divisions - International Development, Operations and Mission Support, and Global Programs. GSS has the international presence, personnel networks and procurement infrastructure to deliver support for any mission, anywhere. We optimize the reliability, availability and sustainability of equipment, logistics systems and facilities for clients around the world. Job Summary
AECOM is searching for a Deputy Chief of Party for the upcoming USAID-funded Ethiopia Governance Program.

Project Summary

The purpose of this activity is to strengthen both citizen engagement and effective GOE response in the monitoring and delivery of quality public services through USAID/Ethiopia programming. This collective action approach at the community level will lead to specific programmatic outcomes in key pillars of the USAID/Ethiopia portfolio. A related aim is to encourage the long-term adoption of this good governance approach in citizen behavior and Ethiopian government practice. USAID/Ethiopia also intends to build resilience that will contribute to more inclusive growth and a sustainable reduction in vulnerability.


The Deputy Chief of Party (DCOP) supports the Chief of Party in attaining project goals and objectives by providing technical management and advice. Responsibilities include:
  • Contribute to the cross-cutting goals of the program
  • Assist with management of relationships with local organizations, private sector stakeholders and government bodies
  • Prepare/assist in preparation of periodic written and oral reports to USAID and AECOM
  • Review regularly all financial management, procurement, and logistical procedures
  • Provide quality control and timeliness of all deliverables and training activities
  • Lead preparation of work plans
  • Ensure effective reporting, communications and relationship management with USAID

Minimum Requirements
  • Advanced degree in international relations, public policy, public administration, or related field
  • Ten (10) years of experience in donor-funded project implementation management, minimum of five (5) years of supervisory experience in a comparable role
  • Technical expertise in a one or more of the following areas: service delivery, citizen participation and engagement, government-led participatory processes
  • Excellent organizational, analytical, oral and written communications skills
  • Written and oral fluency in English

Preferred Qualifications
  • Recent work experience in Ethiopia
  • Previous USAID experience
