About the Business Line
AECOM's Global Support Services (GSS) organization resides within AECOM's Government business line and is comprised of three divisions - International Development, Operations and Mission Support, and Global Programs. Job Summary
AECOM is searching for a Finance Manager for the upcoming USAID-funded Ethiopia Governance Program.

Project Summary

The purpose of this activity is to strengthen both citizen engagement and effective GOE response in the monitoring and delivery of quality public services through USAID/Ethiopia programming. This collective action approach at the community level will lead to specific programmatic outcomes in key pillars of the USAID/Ethiopia portfolio. A related aim is to encourage the long-term adoption of this good governance approach in citizen behavior and Ethiopian government practice. USAID/Ethiopia also intends to build resilience that will contribute to more inclusive growth and a sustainable reduction in vulnerability.


The Finance and Administration Manager will be responsible for financial management and oversight of the project budget and for monitoring and reporting on project spending and finances. The Finance and Administration Manager is also specifically responsible for monitoring of fraud and abuse of funds, and protecting the project against these types of abuses. Responsibilities include:

  • Assist in tracking budget against programs and operations expenses and preparation of cost and budget projections.
  • Review and monitor staff and partners' financial reporting and compliance. Provide additional technical assistance/training to staff and partners as necessary to maintain high standards of financial compliance.
  • Supervise AECOM and USAID financial reporting requirements, including monthly finance reports.
  • Implement and monitor internal control mechanisms which include- reviewing scans and back-up documentation for all reports from the field offices.
  • Manage Quicken, supervise daily booking and closings.
  • Perform or supervise the completion of internal control audits and initiate necessary actions to correct control weaknesses to ensure compliance with AECOM and USAID requirements.
  • Comply with all USAID rules and regulations, all local laws and regulations, AECOM policies and procedures, and proper accounting standards.
  • Supervise all bank relations and bank account activities.
  • Supervise and/or perform payroll functions for all local staff employees.
  • Supervise preparation and payment national staff income tax and social insurance.
  • Manage office administrative and ancillary staff, ensure smooth logistical support for office activities.

Minimum Requirements
  • Graduate degree in Business, Finance, or Accounting.
  • Ten (10) years of experience in financial management of donor-funded projects, with demonstrated experience with funds control and monitoring of fraud and abuse.
  • Demonstrated experience preparing financial reports, developing budgets, tracking expenditures against budgets, managing cash accounts, and supervising finance staff.
  • Demonstrated familiarity with local labor law and tax requirements.
  • Advanced proficiency in Excel, plus familiarity with one or more accounting software programs.
  • Advanced proficiency in English.

Preferred Qualifications
  • Recent work experience in Ethiopia
  • Previous USAID experience
