About the Business Line
AECOM's Global Support Services (GSS) organization resides within AECOM's Government business line and is comprised of three divisions - International Development, Operations and Mission Support, and Global Programs. GSS has the international presence, personnel networks and procurement infrastructure to deliver support for any mission, anywhere. Job Summary
AECOM is searching for a Monitoring & Evaluation Officer for the upcoming USAID-funded Ethiopia Governance Program.

The purpose of this activity is to strengthen both citizen engagement and effective GOE response in the monitoring and delivery of quality public services through USAID/Ethiopia programming. This collective action approach at the community level will lead to specific programmatic outcomes in key pillars of the USAID/Ethiopia portfolio. A related aim is to encourage the long-term adoption of this good governance approach in citizen behavior and Ethiopian government practice. USAID/Ethiopia also intends to build resilience that will contribute to more inclusive growth and a sustainable reduction in vulnerability.


  • Schedule, support and manage internal assessments and evaluations with the purpose of assessing program impact.
  • Assist with the design and finalization of the program's Performance Monitoring Plan (PMP).
  • Provide regular performance information as part of the program's PMP.
  • Ensure the collection of quality data feeding into the PMP through sound data collection methodologies and data tabulation/analysis.
  • Work closely with the COP and HQ managers and program staff to review program performance and propose adjustments.
  • Ensure that staff at all levels of program implementation are trained and prepared to fulfill their reporting roles.
  • Contribute to periodic reporting and success stories, as requested by USAID.
  • Conduct technical assistance and coordinate M&E related trainings as required.
  • Guide and ensure the highest quality of program monitoring, evaluation, reporting and communications.

Minimum Requirements
  • A minimum of 6 years of experience managing M&E for large-scale international development operations, including experience designing and implementing M&E results frameworks;
  • Demonstrated experience developing PMPs, work plans and indicators, monitoring on-going programs for USAID or other large donor organization.
  • Bachelor Degree in International Relations, Public Policy or relevant field. Master's Degree highly preferred.
  • Familitary with both qualitative and quantitive data collection and analysis, as well as evaluation methods and standards under the USAID evaluation policy.
  • Excellent organizational, analytical, oral and written communications skills.
  • Demonstrated ability to work well in a team environment.
  • Advanced proficiency in English.

  • Previous USAID experience
