GDMS has an immediate opening for a Scheduler / Earned Value Analyst to join our Planner for Program Performance Management team. The position provides an opportunity to enhance the performance and profitability of an organization that supports some of our nation's fundamental defense services. The selected candidate will analyze cost/schedule performance and resource data management for GDMS. Key Responsibilities

This person will lead a team in cost and/or schedule development and management/ analysis for developing engineering programs for critical major components, or production or logistics programs for a large custom subsystems or small total systems. The analyst will lead the development of the program cost and/or schedule baselines within the contract parameters, the analysis of program performance (historical and predictive), the monitoring of the forecasted completion data, and reviewing results with and making recommendations to program teams. Mentor and train team members. He/She will serve as a subject matter expert in the guidance and mentoring of program teams and Program Performance Management (PPM) staff in program management tools and processes.

Duties and Tasks

Integrated Performance Management:

  • Manage and analyze program performance data, prepare historical and predictive measures, and drive program teams to make proactive decisions.

  • Lead a team of analysts or manage mid-size project(s).

  • Integrate subcontractor and material cost and schedule data into program data.

  • Prepare and present accurate and timely program review documents to senior leadership.

  • Advanced analysis in forecasting the Estimate At Complete (EAC) and risk management to drive business results.

  • Partner with other functions in the integration of risk and forecasted data.

  • Lead a team in the development of the time-phased budget integrated with the IMS to meet all contract and program objectives.

  • Update program time-phased budget and/or schedule and required documents associated with internal and contract changes.

  • Reconcile program data with latest contract modifications.

  • Foster an environment of trust and teamwork: build collaborative relationships, internally and externally.

  • Interface with multiple IPT leads and PMs across multiple geographic locations.

  • Responsible for coordination and accuracy of timely program deliverables.

  • Demonstrate EVMS compliance through audits.

  • Recognized as subject matter expert in program performance management skills.

  • Communicate professionally and effectively with team members and customers.

  • Lead multiple projects in a fast-paced environment.

  • Responsible for coordination and accuracy of timely program deliverables.

  • Act as change agent, challenge the status quo.

Schedule Management focus:

  • Lead the development of the detailed IMP and IMS to meet all contract and program objectives and support the integration of cost and schedule data.

  • Ensure advanced schedule techniques (health and quality checks, resource loading, critical path analysis, and risk analysis) are applied effectively to drive proactive decisions.

  • Ensure major projects and program schedules are horizontally and vertically integrated and resolve network logic conflicts.

  • Maintain schedule quality.

  • Run Schedule Risk Analysis.

  • Create and analyze program milestone charts.

  • Mentor and train employees in planning and scheduling best practices.

  • Create and manage WBS, IMP, and IMS for proposals.

Bachelor's Degree in Business or related field and 8 to 10 years of related experience or Master's Degree and 6 to 8 years of related experience is required.

Experience in program performance management: Integrated Master Plan (IMP), Integrated Master Schedule (IMS), Work Breakdown Structure (WBS) development, and Earned Value Management System (EVMS). In addition, 3 years of demonstrated leadership of teams.

  • Proficiency with Microsoft Office, to include Excel, Word and PowerPoint.

  • Advanced user in EVMS and scheduling tools and principles. For example: MPM, Cobra, wInsight, MS Project, Primavera.

  • Experience in coordination of program requirements across planning stages with several subcontractors across distinct product lines.

  • Subject matter expert in EVMS and scheduling best practices.

  • Demonstrated experience with DCMA and DCAA audits.

  • Domain knowledge in program and/or product life cycle, material management, financial processes, and contracting structure.

  • Experience in defense or federal contracting.

  • Demonstrated experience working with program teams across multiple geographic locations.

  • Strong organization, analysis, interpersonal, and communication skills.

  • Demonstrated attention to detail and a penchant for accuracy.

  • Due to the nature of work performed within our facilities, U.S. citizenship is required.

Candidates must be able to obtain a TS/SCI security clearance and a minimum of a secret security clearance is HIGHLY desired. Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information. Due to the nature of work performed within our facilities, U.S. citizenship is required.
