About the Business Line
Our team of environment specialists offers clients expertise in air quality, impact analysis and permitting, environmental health and safety management consulting/due diligence, remediation consulting/engineering and construction/site restoration, specialty and emerging technologies, waste services and water and natural resources.

Job Summary
The Environment Division of AECOM is activity seeking a senior technical specialist who will join a strong and cohesive team in AECOM's NW Impact Assessment and Permitting (IAP) Group. The IAP Group includes an interdisciplinary team of biologists, ecologists, and resource planning staff throughout Oregon, Washington, and Idaho who work together on a variety of assessment, permitting, and restoration projects for diverse public and private clients. The position will be in the Portland Office, which has a long history of recognized technical expertise in planning, environmental compliance, office comraderies, and transportation services.

The responsibilities of this position include, but are not limited to:
  • Supporting and expanding the practice both regionally and nationally
  • Supporting existing and future permitting activities
  • Supporting restoration planning and design
  • Building new internal and external client relationships
  • Supporting interdisciplinary teams with NEPA assessment and documentation
  • Maintaining an understanding of current scientific approaches and methods
  • Preparing and delivering presentations, both internally and at conferences

Minimum Requirements
  • Bachelor's degree in biology, ecology, or related field
  • 10 years of experience in aquatic and terrestrial ecological data analysis, technical report preparation, habitat assessment, and environmental regulatory compliance, with recognized expertise in ESA Section 7/10 and MSA consultation, and 401/404 permitting
  • Extensive knowledge of federal and state regulations protecting aquatic and terrestrial species and habitats and extensive experience working with the U.S. Fish & Wildlife Service (USFWS), National Marine Fisheries Service (NMFS), and state Departments of Fish and Wildlife in the Pacific Northwest (ODFW, WDFW, IDFG)
  • Environmental permitting experience must include analysis and compliance with environmental regulatory requirements under local, state, and federal species and habitat protection laws, particularly the National Environmental Policy Act (NEPA) and the Endangered Species Act (ESA)
  • Candidate must demonstrate experience that includes management and lead author responsibilities for biological assessments (BA); and support for environmental impact statements (EIS), environmental assessments (EA), Clean Water Act Section 404 permits, and Natural Resources Damage Assessment (NRDA)
  • Experience with habitat restoration planning and design
  • Demonstrated experience with ODFW Fish Passage compliance
  • Demonstrated knowledge of Magnuson-Stevens Act compliance
  • Demonstrated strong working relationship with USFWS/NMFS
  • Demonstrated ability to communicate with clients, manage multiple projects and meet deadlines
  • Strong oral and written communication skills
  • Project/task management experience
  • Ability to prepare technical documents, including biological assessments and baseline reports
  • Broad experience working on transportation, pipeline, transmission, mining, dredging, and facilities construction/operation projects throughout the Pacific Northwest
  • Must possess a valid driver's license

Preferred Qualifications
  • Master's degree
  • WSDOT and/or ODOT Biological Assessment Author Certification preferred
