About the Business Line
AECOM's Global Support Services (GSS) organization resides within AECOM's Government business line and is comprised of three divisions - International Development, Operations and Mission Support, and Global Programs. GSS has the international presence, personnel networks and procurement infrastructure to deliver support for any mission, anywhere. Job Summary
USAID's Strengthening Entrepreneurship and Enterprise Development (SEED) in Egypt project is part of the Trade and Investment Promotion in Egypt (TIPE) project. The project focuses on strengthening the development of micro, small and medium enterprises (MSMEs) and entrepreneurship. More specifically, the purpose of the contract is to increase employment and income of MSMEs and entrepreneurs by: (1) stimulating entrepreneurship and innovation; (2) enhancing formalization of private enterprises; (3) improving financial and non-financial services to MSMEs, especially those owned by women and youth; (4) integrating MSMEs and entrepreneurs in progressive value chains; and (5) addressing enabling environment policy reform initiatives to facilitate MSME development that is aligned to the Government of Egypt's (GOE) plans and commitment, and subject to the emergence of champions who will advocate for these reforms.

SEED provides technical assistance, capacity building, and training to relevant stakeholders and counterparts in order to support the growth of MSMEs and promote entrepreneurship in Egypt. Stakeholders and counterparts include public sector reform champions, universities, BDS providers, mentors, business associations, investors, financial institutions, public organizations, MSMEs, and entrepreneurs. SEED will collaborate with other development partners (donors) and other USAID contractors to take full advantage of synergistic opportunities in achieving results. Special focus will be given to disadvantaged areas and population groups such as women and youth. Youth is defined for the purpose of this activity as individuals who are between ages of 15 and 29 years old.


The Incubator Advisor will assist the Entrepreneurship Development Senior Advisor in improving availability and accessibility of entrepreneurship services with a focus on business incubators and accelerators.

The Incubator Advisor will assist the Senior Advisor to:
  1. Map existing incubators and accelerators;
  2. Increase the number of incubators managed according to international best practices;
  3. Improve services offered by incubators/accelerators;
  4. Increase access, especially in disadvantaged communities, to incubators and accelerators; and
  5. Increase GOE capacity to understand and respond to enabling environment constraints.

The Incubator Advisor will work in city centers such as Cairo and Alexandria, as well as in underserved parts on Egypt such as the Aswan Region and others. This position reports to Entrepreneurship Development Senior Advisor and will be based in Cairo, Egypt.


  • Work on mapping of existing entrepreneurship services offered through incubators, accelerators & government entities;
  • Maintain up-to-date knowledge and awareness of the eco-system related to entrepreneurship services offered;
  • Assist in the design and implementation of projects' activities to improve services offered to early-stage business;
  • Work with the Senior Advisor to competitively select incubators to make pilot centers of excellence;
  • Contribute to identifying and implementing international best practices in pilot incubators chosen;
  • Assist the Entrepreneurship Senior Advisor and Short-term consultants to train pilot incubator staff on sustainable incubator management;
  • Work closely with short term consultants to develop capacity building programs, trainings, Training of Trainers and workshops for incubators/ accelerators;
  • Support organizing workshops to build the capacity of the GOE entities in fulfilling their mandate to support and expand the MSME sector;
  • In cooperation with the team, work on the development of outreach campaigns to increase awareness of available entrepreneurship services in disadvantaged communities;
  • Work with the Senior Advisor to ensure activities are designed to maximize the participation of and benefit to women and youth;
  • Maintain effective relationships & work collaboratively and closely with the entrepreneurship eco-system stakeholders;
  • Contribute to preparing project's reports needed and maintain a comprehensive set of records on all activities; and
  • Network and attend various events, conferences, workshops upon project's demand.

Minimum Requirements
  • Must be an Egyptian citizen;
  • A degree in business, degree in social science, business or related field;
  • 5-7 years of experience in a related field or function;
  • Solid understanding of the entrepreneurship eco-system, key players, challenges & opportunities;
  • General understanding of the different management and operational models for incubators and accelerators;
  • Strong communication skills and ability to deal with various levels of stakeholders;
  • Problem solving abilities;
  • Ability to work with both the public and private sector across Egypt;
  • Prior experience working with women and youth on entrepreneurship issues is preferred;
  • Experience working in underserved areas throughout Egypt preferred;
  • Strong command of the written and oral English language;
  • Prior USAID experience preferred; and
  • Mobility to travel.

  • Previous USAID experience
