WHE Certifying Official and Test Director (Contingency Hire)

DUTIES AND RESPONSIBILITIES : The Weight Handling Equipment Certifying Official and Test Director shall be qualified and technically competent in Weight Handling Equipment (WHE) Material Handling Equipment (MHE), and Ordnance Handling (OHE) operation and maintenance procedures. The primary duties of the Director are to provide proper and certified equipment and personnel for all work requested; the development, submittal, and implementation of critical lift plans; develop and implement crane test procedures; establish and maintain a crane equipment history file; develop crane maintenance procedures in accordance with OEM recommendations and NAVFAC / NAVSEA / NAVAIR instructions; provide the capability to support up to three (3) simultaneous mobile crane operations for ship support, shore support, ordnance support or combination thereof and provide complete and timely information on Operator Daily PM records (NAVFAC Form 11260/4) and Crane Operators' Daily Checklist (ODCL) cards on vehicles and equipment as specified by the NAVFAC P-300 and P-307.

  • EDUCATION: High school or GED diploma
    • NAVFAC P-300; NAVFAC P-307; 29 CFR, Chapter XVII, Part 1910 and OSHA requirements
    • NAVSEA OP-5, Chapters 8 and 10
  • EXPERIENCE; Five (5) years of experience in managing WHE operations with loads up to 75,000 lbs.
  • ABILITIES: The candidate must be a self-starter capable of working in a fast paced multi-discipline team environment with the ability to manage competing priorities to achieve team goals. Proven management skills to include effective planning, organizing, directing and controlling with strong decision making capabilities. Excellent analytical skills - data driven, fact based, root cause focused. Strong negotiation and conflict resolution skills to lead a team to consensus. Understanding of litigation and claims processes and experience with legal communities. Excellent communication skills - verbal, written and listening. Ability to interact with staff at all levels from craftpersons to senior executives. Knowledge base to successfully diagnosis issues that cover multiple areas of interaction.

  • Fluent in English language
  • Must possess passport book (not passport card) with at least 12 months of remaining validity AND with at least 6 blank visa/stamp pages remaining
  • Must possess driver's license with at least 6 months of remaining validity
