About the Business Line
AECOM's Global Support Services (GSS) organization resides within AECOM's Government business line and is comprised of three divisions - International Development, Operations and Mission Support, and Global Programs. GSS has the international presence, personnel networks and procurement infrastructure to deliver support for any mission, anywhere. We optimize the reliability, availability and sustainability of equipment, logistics systems and facilities for clients around the world. GSS supports the U.S. Government, non-U.S. Governments and industry clients with worldwide program management, planning, design, operations and maintenance, logistics, aviation services, security, international development, environmental and civil engineering and mission and intelligence support.
We are currently seeking a Security Director - Intel Community to join our team located in our headquarters office in Germantown, Maryland. This person will be responsible for leading the Intelligence Community's security organization including implementation of Intelligence Community Directives (ICD's), and managing internal and external relationships including Government and industry stakeholders. Provides oversight for, and ensure compliance of, Company and Client security requirements. Reports to the Corporate Vice President, Government Security, while day-to-day direction will be from the Intelligence Community Executive Vice President
1. Provides security management oversight, leadership and guidance for Intelligence Community (IC) requirements. This includes DCIDs, ICDs and other applicable government security directives associated with SCI and other special security programs throughout all levels of the enterprise. 2. Provides security subject matter expertise to business development efforts such as requests for information, proposals, security requirements and qualifications. Position MUST be proficient in authoring security volumes for classified proposals specifically for the IC. This proficiency must not only be evaluated by adherence to compliance, but the selectee should have sufficient knowledge to infuse the security volumes of IC customer proposals with themes and data points to clearly demonstrate intimacy with the unique operational security aspects of these programs. 3. Assists in the identification and qualification of a robust pipeline of focused opportunities that align with business objectives. 4. Develops and maintains strong relationships to identify customer objectives, priorities, and requirements that strategically position AECOM as an innovative industry leader. 5. Develops and implements policies and procedures to satisfy company and client contract performance, statements of work, task orders and other requirements. 6. Oversees the management of Sensitive Compartmented Information (SCI), Special Access Programs (SAP) and Facilities (SCIF) and other special access controls and physical accreditations. 7. Mentors and develops Security professionals in order to maintain a high level of proficiency and retain top talent across the organization. 8. Develops and maintains positive relationships with all internal and external customers, to include other functional areas, e.g. Human Resources, Legal, and Finance, Real Estate as well as client and other government contracting and security officer representatives. 9. Works collaboratively within the Global Resilience Group, Government Security Branch to share best practices, provide support, and promote security programs' success. 10. Manages IC facility security accreditations, storage and access authorizations. 11. Coordinates security clearance and special access requirements with program managers, contract officers and client representatives. 12. Provides classification management and classified document control and accountability. 13. Oversees implementation of Contract Data Classification Guides (CDCG). 14. Interfaces with Corporate Information Technology Security to ensure a unified approach to both industrial and cyber security for Intelligence Community program requirements. 15. Leads security incident and violation inquiries, Administrative Inquiries (AI) and other internal investigations as required. 16. Oversees site security personnel who have responsibility for monitoring incoming and outgoing security clearance and access visit authorizations, classified meeting requirements, and company and client badging requirements. 17. Monitors and participates regularly in client and security industry training and meetings. 18. Perform all other position related duties as assigned or requested.
Bachelor degree in security management or related field; and, minimum of 10 (ten) years of demonstrated, relevant experience in government, national industrial security programs within the Intelligence Community to include Sensitive Compartmented Information (SCI) and Special Access Programs (SAPs). Strong working knowledge of Intelligence Community Directives (ICD), Department of Defense (DoD) security requirements and National Industrial Security Programs (NISP). Significant knowledge and understanding with personnel security processes, e.g. SF 86 Personnel Security Questionnaires and other related forms, including security systems and tools. Classification management experience regarding generation, receipt, handling, storage, discussion, reproduction, and destruction of classified information. Experience implementing multiple security disciplines to include Information, Personnel, Physical, Communications and Operations Security programs and requirements. Understands For Official Use Only, Controlled Unclassified Information, Insider Threat, Operational Security (OPSEC), and Communications Security (COMSEC) requirements. In-depth working knowledge with Executive Orders, United States Code, Information Security Oversight Office and other federal offices and agencies that promulgate security policies such as the Arms Export Control Act, Export Administration Act, International Traffic in Arms Regulations, Privacy Act, and Freedom of Information Act. The selectee must have current/viable/verifiable networks within the client security clearance and industrial security support divisions.
Candidate should be a part of a current, viable, active network of security professionals in the intelligence community. The candidate should have at least a working understanding of, and preferably contacts in, the local and federal law enforcement community. Strong oral, written, networking, and interpersonal communication, relationship and teambuilding skills. Good collaborator with understanding of operational continuity issues, including critical systems and infrastructure protection. Strong Microsoft Office suite and other security information management systems skills.
