The Program
The California High-Speed Rail program will connect the mega-regions of the state, contribute to economic development and a cleaner environment, create jobs and preserve agricultural and protected lands. By 2029, the system will run from San Francisco to the Los Angeles basin in under three hours at speeds of more than 200 miles per hour. The system will also extend to Sacramento and San Diego, totaling 800 miles with up to 24 stations.

The Role
The California High Speed Rail Authority has awarded WSP | Parsons Brinckerhoff the Program Management role within the Rail Delivery Partners (RDP) program delivery team. As a result we have an immediate opportunity for a Senior Cost Engineer. This role reports to the Project Controls Manager for the program and is located in Sacramento, CA. The principal duties of the Senior Cost Engineer are:
      • Lead the preparation and update of detailed cost budgets, forecasts, commitments and actual/accrued costs within the program database application
      • Develop and issue timely and accurate program cost reports and analyses
      • Perform Earned Value Management analysis and forecasting
      • Perform program change management analysis, mitigation and reporting
      • Coordinate with risk management specialists for quantitative cost risk analyses
      • Coordinate with finance analysts in support of program funding status and forecasting
      • Lead cost support to program commercial and contracts groups

Job Requirements
The Requirements
      • Bachelor's Degree in Civil Engineering, Construction Management or a similar, relevant discipline
      • Twenty years' experience in project controls for the design and construction of large Civil, Mechanical and Electrical projects
      • Hands-on experience with Primavera scheduling packages and relevant on-going training
      • Proven ability to work with a wide range of disciplines connected with the successful completion of projects
      • Excellent communication skills, both orally and written including written reports and summaries, and presentations
      • Preference will be given to applicants with recent, prior experience working on major projects for state or federal agencies
      • The ability to work in the United States immediately is required
