About the Business Line
AECOM's Global Support Services (GSS) organization resides within AECOM's Government business line and is comprised of three divisions - International Development, Operations and Mission Support, and Global Programs. GSS has the international presence, personnel networks and procurement infrastructure to deliver support for any mission, anywhere. We optimize the reliability, availability and sustainability of equipment, logistics systems and facilities for clients around the world. Job Summary
AECOM International Development is seeking a home office Program Manager (PM) to serve as a central member of the home office project management unit (PMU). The PM manages client contracts, supports project field operations, and coordinates home office project backstopping. The PM supports overall operational, contractual and financial management of the project and coordination and management of field office operational staff. The PM will be responsible to supervise one or more Associate Program Managers and/or Program Coordinators, providing guidance, training, and mentorship as part of the PMU or the broader team. S/he serves as AECOM's operational representative and the primary point of contact for contract deliverables and approval requests to the client. The PM also supports business development efforts as necessary. The PM will report to either the Senior Program Manager or Director.

Principal Duties and Responsibilities:
  • Responsible for overall project management from award through closeout, including contractual compliance, financial management, and oversight of project personnel and subcontractors
  • Be thoroughly familiar with relevant policies and procedures including: US and project host country laws and regulations; AECOM policies and procedures; USAID regulations; and be accountable for project compliance with these laws, regulations, policies, and procedures
  • Provide contractual quality assurance, control, and compliance. Manages USAID approval requests process. Oversee all home and field office procurement and property management
  • Manage project start-ups and closeouts, including planning, record management, and traveling to the field as appropriate. Oversees disposition of non-expendable equipment and other project assets
  • Monitors consultant and subcontractor performance
  • Train, mentor, and supervise Associate Program Managers and/or Project Coordinators and delegate tasks to project team members
  • Oversee recruitment and personnel management of long- and short-term consultants, including development and execution of employment contracts, scopes of work, and collection of all supporting documentation
  • Serve as principal AECOM point of contact with U.S. and third country-based subcontractors' contract representatives. Develops subcontracts, facilitates communication with field and home office project leads, and reviews and approves subcontractor invoices
  • Ensure that all project technical deliverables are formatted with the proper branding requirements established by the contract and sent to the Development Experience Clearinghouse or the Prime Contractor and properly archived in the home office filing system
  • Provide in country support to the field team as needed
  • Responsible for overseeing project financial management, including monthly review and approval of field office expenditures, client invoices, and ensuring project memos are complete and accurate. Monitors project budgets, prepares budget modifications, and compiles accrual, pipeline, and cost-to-complete reports for both AECOM and clients as necessary
  • Leads monthly presentation of project performance for corporate reporting
Business Development
  • Assume a major role in the preparation of new business, which includes advising on staffing and team strategies, and supporting development of technical approach
  • Provides support to capture teams, including g-trips, scoping trips and research
  • Lead capture efforts for any follow-on projects which relate to currently managed projects

Minimum Requirements
  • 4-7 years direct USAID project management experience with previous experience managing junior staff
  • Bachelor's degree in related field, including International Relations, Political Science, Government, Economics, Business, International Development, or relevant work experience required
  • Substantial experience in backstopping USAID projects and extensive knowledge of USAID regulations and policies (including AIDAR and FAR), especially as they relate to contracting and procurement
  • Solid background in managing large programs, including budgets
  • Experience working on proposal development and business development
  • Proven ability to take the initiative in finding solutions to complex challenges
  • Strong interpersonal skills, ability to work independently and in a team
  • Detail-oriented with good organization and prioritization skills
  • Willingness to travel and work overseas, sometimes on short notice
  • Fluency in English

Preferred Qualifications
  • Advanced degree in relevant field
  • Experience writing and leading new business proposals
  • Experience living and/or working abroad
  • Professional proficiency in Spanish, French or Arabic
