About the Business Line

Job Summary
The Deputy Chief, Performance and Finance Management is responsible for supporting the Chief, Program Operations with the financial management of the Metropolitan Transportation Authority (MTA) East Side Access Project.

Responsibilities of this position include, but are not limited to:
  • Direct staff and matrix resources to manage the finances of an $11 billion program of projects. Maintain budget integrity and cost control
  • Manage relationships with a diverse team of internal and external stakeholders including MTA agencies, Senior management, construction management, Amtrak, the FTA and other funding partners
  • Take the initiative to actively participate in relevant project meetings in order to have a full understanding of Program activities, trends and issues in order to advise senior management on financial actions required and to provide budget and cost management guidance and training to staff
  • Develop financing strategies to support major capital investments, brief all relevant stakeholders, build consensus and manage thru implementation
  • Develop performance measures to accurately track progress and outcomes. Review existing financial business processes and procedures; recommend and implement improvements
  • Initiate analyses and direct staff to produce timely and accurate reports that interpret trends for senior staff, project stakeholders and the MTA Board
  • Carry out executive initiatives and MTA directives as well as review and provide feedback on various reports and graphical presentations as warranted

Minimum Requirements
  • Bachelor's degree or equivalent
  • 10 years of business experience, 5 years of which in a managerial experience
  • Highly effective written and oral communication skills
  • Full understanding of corporate goals and project management challenges
  • Solid statistical and financial analysis skills
  • Significant experience in capital budgeting, financial and operating policy analysis, and business process improvement
  • Experience with public sector policies and capital budgetary procedures
  • Demonstrated ability to lead and motivate and to work with individuals from diverse disciplines

Preferred Qualifications
  • Master's degree in finance, business management, engineering, policy or a comparable discipline
