About the Business Line
AECOM's Global Support Services (GSS) organization resides within AECOM's Government business line and is comprised of three divisions - International Development, Operations and Mission Support, and Global Programs. GSS has the international presence, personnel networks and procurement infrastructure to deliver support for any mission, anywhere. We optimize the reliability, availability and sustainability of equipment, logistics systems and facilities for clients around the world. Job Summary
AECOM seeks an indefinite quantity contract (IQC) manager for an anticipated USAID/Public Financial Management IQC. The Public Financial Management (PFM) IDIQ will be managed by the Bureau for Economic Growth, Education and Environment (E3). PFM addresses four factors which are keys to USAID's goal of achieving broad-based equitable economic growth: (1) increasing and expanding human capacity; (2) improving the policy environment to promote efficiency and economic opportunity for all members of society; (3) sound management of institutions; and (4) good governance. Under the PFM IDIQ, services will be provided in the following areas: macroeconomic policy, fiscal policy, public finance, public debt operations and management, monetary policy, banking and central bank operations, trade and exchange rate policy, labor markets, sector policy analysis, national income accounting, and strategic development.

The anticipated IQC manager will be based in our Arlington, VA headquarters reporting to the Vice President of our Economic Growth, Governance and Agriculture practice. The IQC manager will work to manage the AECOM Consortia as well as establish partnerships with local and regional service providers and consultants. Responsibilities include:
  • Provide direct technical assistance and support to USAID staff and other stakeholders within the scope of this activity
  • Serve as the main point of contact between USAID and AECOM and report to both
  • Provide the vision and overall leadership to the AECOM team
  • Ensure effective and efficient performance for all aspects of this contract, overseeing all quality control and reporting
  • Establish networks with senior mission, embassy, and government officials in host-countries
  • Lead outreach and recruitment efforts for international experts
  • Have primary responsibility for technical aspects of contract performance, including outreach to organizations and potential partners, procurement, personnel, reporting, and other management activities
  • Coordinate assignments with key counterparts, as well as with the contracting officer representative to ensure participation of USAID staff and relevant stakeholders on technical activities
  • Prepare and submit reports required by the contract

Minimum Requirements
  • At least fifteen years of experience in international development, with senior level experience and technical knowledge in organizational capacity development and capacity building of government institutions across multiple technical sectors
  • Experience conducting organizational development assessments, developing work plans tailored to organizational capacity development for government and non-government organizations working on various development issues
  • Must be current on organizational capacity assessment and development tools and trends
  • Experience mentoring and coaching staff and partners for organizational capacity development and demonstrated ability to involve local organizations in creative ways to improve capacity
  • At least five years of experience as a senior manager such as chief of party, project/program director, office director, regional director, or country director roles; demonstrating professional interaction with senior U.S. and foreign government officials
  • Experience recruiting, forming, supervising, and successfully managing teams, and ensuring the quality of their products
  • Exceptional leadership, communications, and interpersonal skills; demonstrated facilitation skills applied within multi-cultural contexts
  • Demonstrated versatility and integrity
  • Fluent English writing skills and speaking ability required

Preferred Qualifications
  • Proficiency in a second language is highly preferred.
