WSP | Parsons Brinckerhoff has an opening for a Consultant to join our Advisory Services group. This group supports public agencies and private firms, primarily in the transportation sector, with the development of policies, plans, strategies, economic and financial analyses, and project development. Our expertise covers highways, transit, ports, railroads, aviation, and multi-modal investments. We are recruiting a highly motivated self-starter with a practical experience in transportation engineering, planning and operations to join a dynamic multidisciplinary team. We seek problem solvers who combine strong written and verbal communications skills, demonstrated quantitative and analytical skills, knowledge of transportation operations strategies (such as ITS, managed lanes, mileage-based user fees, road user charges, tolling, connected vehicles, and vehicle automation), and the ability to develop innovative solutions independently and master new concepts quickly to deliver high quality work.

This position is based in Los Angeles, California. The successful candidate will be part of a team working on local, state, national, and federal engagements. You will work mainly on engagements to advise public sector clients on the conceptualization, development, funding, delivery, operations, and evaluation of major transportation operations projects, including a variety of related infrastructure management, and policy issues.

Responsibilities include:
      • analyzing needs and opportunities, developing and evaluating alternatives and priorities
      • developing transportation operations concepts and conceptual designs
      • developing the business case for transportation operations strategies
      • analyzing project and program funding options
      • performing systems engineering analyses
      • reviewing and interpreting federal legislation and guidance
      • Assisting clients understand and meet grant requirements
      • Performing quantitative analyses, and providing strategic support in all phases of transportation engineering, operations, planning and project development

Job Requirements
Requirements include:
      Mandatory Bachelor's degree with a major in civil engineering, business, economics, finance, urban or transportation planning, operations research, or related field
      A minimum of seven years of experience in the transportation industry
      • Demonstrated ability to synthesize problems, think creatively, work independently, and deliver high quality work with minimal supervision
      • Demonstrated strong analytical and quantitative skills
      • Excellent written and verbal communication skills to present analytical results and recommendations
      • Ability to work in a team environment
Desired Qualifications:
      • Highly desired advanced degree in civil engineering, urban or transportation planning, public policy, public-sector management/administration, business, economics, or related field
      • Desired evidence of leadership qualities and ability to network with clients and others in the field
The selected candidate must have the ability to work in the United States immediately.
