The Program
Here is your opportunity to work on the first ever high-speed rail program in the U.S. while growing your career on a groundbreaking project. The California High-Speed Rail program will connect the mega-regions of the state, contribute to economic development and a cleaner environment, create jobs and preserve agricultural and protected lands. By 2029, the system will run from San Francisco to the Los Angeles basin in under three hours at speeds of more than 200 miles per hour. The system will also extend to Sacramento and San Diego, totaling 800 miles with up to 24 stations.

The Role
The California High Speed Rail Authority has awarded WSP | Parsons Brinckerhoff the Program Management role within the Rail Delivery Partners (RDP) program delivery team. As a result we have an immediate opportunity for a Cost Engineer at our Sacramento program office. This role reports to the Cost Manager for the entire program. The principal duties of the Cost Engineer include:
      • Attain in-depth knowledge of and complies with the Cost Management Plan and all related processes and work instructions
      • Attain in-depth knowledge of the Cost Management PMIS components
      • Attain in-depth knowledge of all data related to Cost Management
      • Provide accurate and timely cost reporting
      • Coordinate with Regional Cost Engineers for required project-level reporting
      • Verify that Quantitative Cost Risk Analyses are conducted regularly and that assumptions are properly reported
      • Verify that changes are properly reflected in the cost forecast and assesses impact on contingency, escalation and cash flow
      • Prepare Program Controls functional unit Cost Budget and monitors and reports monthly on hours and cost for Budget, Forecast and Actual
      • Prepare Earned Value Management reports, and report monthly on cost and schedule forecasts
      • Prepare monthly accruals and supporting documentation
      • Perform weekly QA/QC of the project cost data tables and communicate corrections to the Data Analyst

Job Requirements
The Requirements
      • Bachelor's degree in a relevant field
      • At least seven years relevant cost engineering experience gained on megaprojects
      • The ability to work in the United States immediately is required, local candidates preferred
