The Program
Here is your opportunity to work on the first ever high-speed rail program in the U.S. while growing your career on a groundbreaking project. The California High-Speed Rail program will connect the mega-regions of the state, contribute to economic development and a cleaner environment, create jobs and preserve agricultural and protected lands. By 2029, the system will run from San Francisco to the Los Angeles basin in under three hours at speeds of more than 200 miles per hour. The system will also extend to Sacramento and San Diego, totaling 800 miles with up to 24 stations.

The Role
The California High Speed Rail Authority has awarded WSP | Parsons Brinckerhoff the Program Management role within the Rail Delivery Partners (RDP) program delivery team. As a result we have an immediate opportunity for a Document Controller at our Fresno program office, reporting to the Program Controls Manager. The Document Controller will identify, register, distribute, store and dispatch controlled documents and correspondence exchanged between the RDP, principal and vendors (tenderers, suppliers, contractors), while applying document management standards, performing selected processing tasks for allocated documents and escalating issues or risks that impact performance of the document control function. The principal duties of the Document Controller are:
      • Comply with the Program document management standard
      • Verify the types, structure, format and presentation of documents submitted to Document Control team
      • Verify the unique document number for each controlled document and correspondence
      • Register controlled documents and correspondence with 'metadata' in a central system
      • Distribute controlled documents and correspondence to defined recipients
      • Store controlled documents and correspondence in a format and system that is accessible to all project individuals, with superseded revisions removed from use
      • Dispatch controlled documents and correspondence with a record or transmittal
      • Identify and make reporting management aware of issues or risks that impact performance
      • Review identified document control risks and issues and ensure that approved controls are in place, monitor their effectiveness, and know when to escalate issues to ensure 'no surprises' for project
      • Support delivery and commercial groups to focus on document management matters
      • Share knowledge with your team across your area of expertise, promote teamwork and collaboration and drive innovative thinking within the Document Control team with a focus on exceeding targeted outcomes.
      • Ensure a clear understanding of contractual responsibilities
      • Maintain records of lessons learned and communicate within your team and across the RDP
      • Exhibit and drive a positive attitude and behavior within the RDP

Job Requirements
The Requirements
The requirements of the Document Controller role are:
      • Bachelor's Degree in Business administration, information technology, library science, or a similar, relevant discipline
      • At least three years' experience in Document Control for the design and construction of large transportation infrastructure projects
      • Proven ability to work with a wide range of disciplines connected with the successful completion of projects
      • Excellent communication and organizational skills, both orally and written including written reports and summaries, and presentations
      • Excellent, attention to detail, analytical skills, interpersonal skills, ability to multitask, experience with vendor audits
      • Local candidates only
      • The ability to work in the United States immediately is required
