General Dynamics Mission Systems has an immediate opening for a Sr. Program Controls Analyst to join our team. The position provides an opportunity to develop the cutting-edge technology that supports some of our nation's fundamental defense services. General Dynamics Mission Systems employees work closely with esteemed clients to develop solutions that allow them to carry out high-stakes national security missions.

This position is responsible for providing schedule and/or cost management and analysis related to established development programs for major component or small system, or production or logistics programs, single or multiple contracts typically valued up to $20M per year. The analyst will develop the program schedule and/or cost baseline within the contract parameters in conjunction with the program team. The analyst will also analyze program performance (historical and predictive), and monitor the forecasted completion data.

Duties and Tasks:

  • Primary focus will be on schedule/planning support with expansion into cost management support.

  • Collect, update, and analyze program performance data, prepare historical and predictive measures, and review results and recommendations with program manager and program leads.

  • Responsible for a contract with an Earned Value Management System (EVMS) requirement.

  • Integrate subcontractor cost and/or schedule data and/or material data into program data.

  • Ensure program schedules are horizontally and vertically integrated and resolve network logic conflicts.

  • Apply basic schedule techniques and analysis (health and quality checks, resource loading, risk analysis).

  • Analyze critical path to identify and manage schedule risk.

  • Prepare timely, accurate program review documents.

  • Present documents to appropriate audience.

  • Prepare timely, accurate customer required documents and review with program manager and department manager.

  • Coordinate forecasted Estimate At Complete (EAC) data with Finance organization.

  • Develop the time-phased budget and/or in conjunction with program team to meet all contract and program objectives.

  • Update program time-phased budget and/or schedule and associated documents to ensure latest contract modifications and related requirements are incorporated.

  • Interface with multiple IPT leads and PMs primarily at a single location.

  • Foster an environment of trust and teamwork: build collaborative relationships, internally and externally.

  • Communicate professionally and effectively with employees and customers.

  • Work on multiple projects in a fast-paced environment.

  • Partner with functional groups.

  • Mentor junior members of the team.

  • May support proposal basis of estimate activity.

  • Interface requirement:Contact with internal Program Management, Finance, Contracts, Engineering, Supply Chain Management, and Manufacturing. Contact with external customers and vendors.

The Program Controls Analyst position requires a Bachelor's degree in business management or a related specialized area or the equivalent, and 5 to 7 years of related experience; or Master's degree and 3 to 5 years of related experience.

  • Experience with MS Project and other scheduling tools.

  • Experience with supporting Department of Defense or other Federal agency contracts

  • Strong organization, analysis, interpersonal, and communication skills.

  • Demonstrated attention to detail and a penchant for accuracy.

  • Strong organization, analysis, and time management skills, attention to detail, and ability to multi-task high priorities.

  • Ability to solve problems.

Due to the nature of work performed within our facilities, U.S. citizenship is required. A TS/SCI level clearance is also required.
