General Dynamics Mission Systems has an immediate opening for a Lead Closeout Billing Specialist to join our Finance team. The position provides an opportunity to enhance the performance and profitability of an organization that supports some of our nation's fundamental defense services. The selected candidate will work with collaborative teams to develop plans and monitor the financial performance of the General Dynamics Mission Systems organization and its clients. Key Responsibilities

The Lead Closeout Billing Specialist plays a key role in securing our businesss financial viability. In this role you will be able to put your government contract closeout experience to use in processing complex contract closeouts. You'll be enforcing policies, procedures, processes and assisting with design, support and implementation of process improvements as it relates to contract closeout.

Additional Responsibilities
  • Work independently processing complex cancelling funds, retroactive rate adjustments and final invoices for Cost Plus (CPFF, CPAF, CPIF), Time & Material (T&M), and Firm Fixed Price (FFP) contracts
  • Complete accurate and compliant contract invoices in support of revenue, EBIT and cash goals
  • Meet all invoice submission and/or distribution deadlines
  • T&M Bill Rate and ACRN Maintenance and Contract reconciliations
  • Maintain billing folders and contract documents for assigned projects
  • Work closely with Billing Managers, Financial Analysts, Contract Administrators, and Project Managers
  • Work closely with customers, government agencies (i.e. DFAS) and DCAA/DCMA staff members
  • Follow all Billing Policies & Procedures to ensure successful internal/external audits
  • Perform invoice reviews for closeout staff validating for accuracy and completeness prior to submission to the customer
  • Provide guidance to closeout staff as it pertains to invoice troubleshooting and issues
  • Provide new hire training/mentoring for new closeout staff members
  • When needed, acts as delegate for the Billing Manager for invoice approvals
  • Analyze payments for Accounts Receivable and assist the Cash Application group with unidentified customer payments as needed
  • Contact customers for payment inquiries/updates as needed
  • Work as an integral team member in lowering overall Billing Cycle Times and increase collections
  • Assist with various reporting requirements and special projects as needed

Basic Qualifications:

Bachelor's degree in Finance, Accounting or Business or the equivalent experience is required. In addition, a minimum of five years of directly related experience is required.

Due to the nature of work performed within our facilities, U.S. citizenship is required.
