Job Summary
AECOM, as part of the S&C Alliance, is the main Design organisation on the Network Rail On Network Works for Euston High Speed 2 Rail project. Network Rail needs to make significant alterations to the Euston railway to allow the High Speed 2 programme to start its works in early 2019.

As a result, Network Rail has launched a programme of projects to enable High Speed 2's entry into the area. The S&C Alliance is a tripartite organisation consisting of Network Rail, AECOM as the Designers and Colas as the Construction organisation.
We are leading with 12 project packages and are responsible for the Track, Overhead Line (OLE), Civils, Drainage and Electrification.

Due to the fast paced, delivery focused nature of the Euston programme and the expanding scope of the scheme, AECOM is recruiting for a Senior Commercial Manager. The Senior Commercial Manager will be responsible for all Commercial and Contractual aspects of the Euston project for AECOM and will form a close working relationship with the leader of the team, the Euston Senior Project Manager.

The core duty of this role is to provide an excellent commercial service to the team to ensure the project is commercially successful and profitable. Currently there is no one filling this role so it is yours to shape and build to make it a success.

As the Senior Commercial Manager for the Euston project, you will join the AECOM Euston Senior Management Team and support the Euston Senior Project Manager in all commercial and contractual matters for the project. The following duties of the role will be expected:
  • Take responsibility for all commercial and contractual matters for the Euston project on behalf of the AECOM team. The Senior Project Manager will remain ultimately accountable but both of you will form a close working relationship to ensure the project is commercially successful and profitable.
  • Lead any commercial and contractual disputes with the Client and/or Suppliers to a successful conclusion.
  • Using AECOM's commercial systems, complete forecasts, cost estimates, consolidation exercises, priced proposals for additions and changes and all commercial reporting for the project. Some of these duties are needed weekly, others monthly.
  • Build a working knowledge of the contract we are operating from and apply it successfully for the benefit of the AECOM project. Ensure areas such as liabilities, warranties, payment terms, changes, security instruments, tax, f\x, insurance and compliance have been suitably addressed to ensure good performance and deal with them if they emerge as problems.
  • Manage and review all commercial matters with suppliers to ensure we are exerting control on them for invoices and payments. Manage the selection and hiring of new suppliers where AECOM Central can help with this.
  • Be responsible for the project budget provisioned for the team and manage and arrange it closely with the Senior Project Manager.
  • Lead all commercial discussions with the Client where the Senior Project Manager can support.
  • Understand and support the processes of applications for payment, billing and the payments made to us and from us where you may decide to directly manage these.
  • Alert the Senior Project Manager to any commercial and/or contractual disputes and disallowances and actively manage these to a successful conclusion.
  • Set up and manage AECOM's 'Deliver to Win' initiative for the Euston project that rewards the team financially if good commercial performance is demonstrated on the project.
  • On occasions support the AECOM Central commercial team on matters that transcend the Euston project.
  • Liaise with other corporate teams such as finance, legal, HR, Insurance, Tax and the office of risk management to provide all financial and commercial inputs for the Euston project and proposals/bids for other projects on Euston.
  • Support the Euston S&C Alliance reward programme, 'The Stephenson'.
  • Report to the Senior Project Manager for AECOM Euston.
  • Travel to other offices will be expected, AECOM Swindon, AECOM Birmingham, AECOM Bedford, Milton Keynes. Travel to these locations will be paid for by the company
  • Other duties that would deem to be appropriate for a Senior Commercial Manager to be identified in the future in collaboration with you.

Minimum Requirements
  • Competencies to be established during interview
  • Demonstrate commercial acumen, strong business analysis skills and the ability to interpret and understand complex financial systems and reports.
  • Experience of both non-contentious drafting/negotiation, as well as dispute avoidance and conflict resolution. Real life examples will be sought from you during the interview to establish your experience in this area.
  • Experience and ability to negotiate terms directly with clients or their legal/commercial representatives.
  • A good understanding of risk management procedures and processes.
  • Knowledge of FX and tax implication on multi regional costing.
  • Demonstrate your knowledge of applications for payment, billing and payments.
  • Basic knowledge of English commercial law and specific knowledge of contract law with respect to the built environment; experience of a range of forms of contract such as NEC3, JCT, Govt Frameworks, FIDIC.
  • An ability to interpret and understand financial and commercial considerations relevant to the successful winning and delivering of work.
  • Knowledge of Earned Value Management (EVM) which is a key tracked metric for AECOM projects.

Preferred Qualifications
  • Degree educated or equivalent in a business, finance, law or an engineering discipline.
  • Post graduate business qualifications are highly advantageous.

A qualification in accountancy, surveying or law e.g. ACCA, ACMA, CPA, MRICS, Law Society would be advantageous.
