About the Business Line
AECOM's Global Support Services (GSS) organization resides within AECOM's Government business line and is comprised of three divisions - International Development, Operations and Mission Support, and Global Programs. GSS has the international presence, personnel networks and procurement infrastructure to deliver support for any mission, anywhere. We optimize the reliability, availability and sustainability of equipment, logistics systems and facilities for clients around the world. Job Summary
AECOM is searching for an Operations Manager to support the implementation of a USAID-funded program. The ideal Operations Manager should possess strong interpersonal and customer service skills, the ability to multi-task and supportively supervise national team members while ensuring project compliance with all applicable USAID and AECOM policies, practices, and procedures, including the management of small grants and contracts, human resources, and the project's financial management.

Roles & Responsibilities:

All employees are expected to support colleagues in duties outside of his/her scope of work, participate in program meetings and strategy discussions, contribute to a culture of learning, share ideas, and conduct political and social analysis. The following responsibilities are not exhaustive and do not cover every task or duty that might be assigned as necessary.

  • Under the direction of the COP, ensure full compliance with all applicable USAID and AECOM policies, practices and procedures in place for the program, including grant and contract solicitation and selection procedures, grant awards, implementation, and close-outs of grants and subcontracts.
  • Use strong interpersonal and mentoring skills to effectively work with all staff, mentoring direct reports to ensure that they are effectively implementing administrative and financial procedures compliant with contractor and USAID policies.
  • Facilitate program implementation, administration, and operations, including management of grant administration and compliance, office space, human resources, information technology, information security, physical security, finance, logistics, procurement, property, equipment, and database functions.
  • Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment, and to meet deadlines despite competing priorities.
  • Act as a mentor to grantees in developing innovating and streamlined implementation approaches within grantees' manageable interest.
  • Ensure that practices and procedures are in place for program innovation and successful implementation. These may include, but are not limited to, grant solicitation and selection procedures, ensuring complex procurement processes are in line with program objectives and perceived as fair and transparent by beneficiaries, contractual design and execution, and review of financial management systems to expedite timely disbursements for grants and contracts.
  • Ensure that program implementation is in accordance with all applicable USG and project policies.
  • Investigate, identify, and advise regarding new ways of achieving project operational efficiencies, including flexible and responsive approaches to procurement and contracts for technical services, developing critical relationships, and building networks with public and private sector organizations, vendors, suppliers, and individuals.
  • Provide policy guidance and interpretation for subcontractors, grantees, and staff involved in grants and contracts.
  • Take a lead the development of RFPs for subcontracts, including facilitating technical input at appropriate times in the procurement process, and ensuring that compliance documentation is completed and high quality.
  • Provide supervision and management of subcontracts under program funds.
  • Oversee finance and HR officers to ensure adequate resources are available for project and grant activities throughout their implementation.
  • Provide coverage for the COP as necessary.
  • Undertake other duties as assigned by COP.

Minimum Requirements
  • Fluency in FAR and ADS 303 regulations pertaining to grants and procurement.
  • Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good, professional judgment that reflects positively on the image and communicates the established program message of the project.
  • At least 4 years of experience working on operations and administration, including a minimum of 2 years of experience with financial management and reporting, procurement processes, and contract management.
  • Experience with administering small grants.
  • Fluency in contractor and USAID's policies and procedures in regards to human resources, procurement, and financial management.
  • Fluency in written and oral English

Preferred Qualifications
  • Demonstrated experience and knowledge in overseeing program start-up and close-out.
  • In-depth understanding of the operational context in Macedonia and the creativity and capacity to facilitate and expedite the operations and logistics of the program.
  • Experience working with Eastern European and/or Balkan personnel.
