Job Summary
AECOM is seeking a Proposal Manager to be based in our Calgary, Alberta location.

This position will report to the Proposal Team Lead, who then reports to Vice President, Business Development. The incumbent will be responsible for the cradle to grave delivery of bid responses to Request for Proposals (RFP) from our clients. The bids or proposals being managed will vary in complexity and value and take several weeks to complete. The Proposal Manager is the liaison that leads and coordinates meetings with, and deliverable from, the various functional groups supporting the bid. Strong communication skills and project related experience (preferably Oil and Gas construction projects) will yield the greatest success in this role.

May include the following responsibilities:
  • Assist in the preparation of Gate 1 Package (for Go / No Go decision).
  • Meetings: Host and facilitate various meetings including but, not limited to: Proposal Kick-off, Bid strategy, Estimate reviews, Scheduling reviews, Contract review and, Functional Deliverables review meetings. Responsibilities can include capturing Minutes of Meetings.
  • Lead / conduct bid strategy meetings to develop the contracting strategy(s) and commercial model for the project. Document decisions made.
  • Develop, implement and maintain the Proposal Communication Plan containing the Proposal Schedule and the Proposal Deliverables Plan.
  • Work with the Construction and Project Teams to document the construction execution strategy.
  • Oversee and drive to completion the proposal tasks and deliverables using various methods including Checklists, Action Item Logs and regularly scheduled Update Meetings.
  • Independently addresses and solves day-to-day proposal delivery challenges.
  • Manage and apply risk management methodologies to minimize or mitigate any project risks.
  • Prepare the Gate 2 Package (ready to submit) and achieve appropriate corporate approvals.
  • Develop the Risk Management Committee presentation and review with Sr. Management.
  • Ensure the RFP / bid response is compliant, complete and submitted on time.
  • Clarification Phase: Work with Functional Groups to formalize responses to client's questions and interface with Senior Management and client representatives as needed.
  • Conducts Look Back (Lessons Learned) sessions on proposals.
  • Preparation and delivery of the Financial Proposal Closeout Report.
  • Ensure proposal costs are allocated to the project for awarded projects.
  • Lead the knowledge transfer (hand-over) to the Project Execution Team following award.
  • Other duties as assigned.
  • Attend and contribute information during team meetings with regard to current / outstanding issues and/or weekly process.
  • Collaborate with other functions to enhance success on an as needed basis.
  • At the direction of the Proposal Team Lead, represent company in Client meetings.
  • Work with the Proposal Team Lead to establish, communicate and execute on corporate priorities as they apply to the Divisional Strategy and Client Contract
  • Upload, review and print off any required information from SharePoint which pertains to current tasks, responsibilities and projects.
  • Complete and submit documents to the appropriate departments (i.e. timesheets, expense reports, etc.).
  • May be required to perform other duties as assigned not otherwise captured in this position description .

Minimum Requirements
Minimum Requirements:
  • Minimum of College Diploma / Certificate required.
  • Minimum of 7-10 years of experience required.
  • Experience required in Oil and Gas Industry related role (preferably in Proposal Management).

Preferred Qualifications
Preferred Requirements:
  • Professional designation preferred.
  • Project Management Professional (PMP) Certification preferred.
  • Project related experience (e.g. Job site experience preferred).
