About the Business Line
AECOM's Global Support Services (GSS) organization resides within AECOM's Government business line and is comprised of three divisions - International Development, Operations and Mission Support, and Global Programs. GSS has the international presence, personnel networks and procurement infrastructure to deliver support for any mission, anywhere. We optimize the reliability, availability and sustainability of equipment, logistics systems and facilities for clients around the world. GSS supports the U.S. Government, non-U.S. Governments and industry clients with worldwide program management, planning, design, operations and maintenance, logistics, aviation services, security, international development, environmental and civil engineering and mission and intelligence support.

Job Summary
The position will provide strategic advice and thought leadership to current and future economic governance programs, including public financial management, trade and investment promotion, and economic policy programs managed by the Economic Growth, Governance, and Agriculture (EGGA) Practice. This position will also be proposed as the IDIQ Manager for the USAID Public Financial Management II IDIQ contract (PFM II). The position is responsible for establishing best practices and standards for economic governance programming and implementation across all of the various practice areas and will support their continuous improvement. The position will provide technical advice to business development initiatives involving economic governance, public financial management, trade and investment, economic policy, and private sector development and will support strategic planning and execution within the business development unit, contributing to the strengthening of public and private sector partnerships, client relations, capture processes, and technical solution designs.
  • Work in partnership with EGGA staff and other practice areas to develop and manage robust mechanisms for effective project execution, evaluation and learning, and application of best practices
  • Serve as the PFM II IDIQ Manager by responding to Requests for Task Order Proposals (RFTOPs), leading a project management team to provide home office support for PFM II projects, and providing technical leadership and oversight of project staff.
  • Establish and regularly expand a roster of technical specialists and subject-matter experts in the areas of economic governance, public financial management, trade and investment, and economic policy to support existing projects and business development
  • Coordinate and/or lead technical trainings for staff to build skills and attain higher levels of competency and understanding of current trends and best practices in economic governance, public financial management, trade and investment, and economic policy, applying lessons learned and experience gained through field assignments
  • Energetically pursue and champion new business development opportunities, promoting a mentality that new business is everyone's business
  • Enhance relations with key clients, particularly USAID, and elevate AECOM as a thought leader in economic governance programming, actively participating in and representing AECOM at conferences, forums, and public engagements
  • Build effective relationships with colleagues at all levels and across all practice areas through open communications and constructive feedback
  • Support planning and executing of EGGA program start-ups and implementation, traveling to the field as required from time to time to provide technical guidance and support
  • Serve as Acting Chief of Party/Team Leader when project Chiefs of Party/Team Leaders are on leave as necessary

Minimum Requirements
  • Advanced Degree in Economics, Business, International Relations, Public Policy, or relevant field
  • Minimum of 15 years' of related professional experience designing and managing economic governance, including economic policy, public financial management, and trade and investment promotion programs
  • At least seven years' experience as a Chief of Party, Project Director, Sr. Technical Team Leader or USAID Contracting Officer's Representative overseeing complex economic governance programs
  • Detailed knowledge of and experience with USAID systems, regulations, and processes
  • Demonstrated Project Life Cycle Management experience, including project start-up, execution, trouble-shooting, and close-out
  • Experience in capture, proposal design, and writing successful technical proposals for USAID and other donors
  • Demonstrated ability to identify and solve problems individually and as part of a team, while respecting individual team members' roles, strengths, and communication styles
  • Excellent interpersonal skills, ability to work independently, and on a team
  • Written and oral fluency in English

Preferred Qualifications
  • Fluency in a second language
