About the Business Line
AECOM's Global Support Services (GSS) organization resides within AECOM's Government business line and is comprised of three divisions - International Development, Operations and Mission Support, and Global Programs. GSS has the international presence, personnel networks and procurement infrastructure to deliver support for any mission, anywhere. Job Summary
USAID's Strengthening Entrepreneurship and Enterprise Development in Egypt project (SEED) is part of the United States - Government of Egypt Trade and Investment Promotion in Egypt (TIPE) Bilateral Agreement. This Agreement focuses on strengthening the development of micro, small and medium enterprises (MSMEs) and entrepreneurship. More specifically, the purpose of the SEED Project is to increase employment and income of MSMEs and entrepreneurs, especially those owned by women and youth in disadvantaged areas, by: (1) stimulating entrepreneurship and innovation; (2) enhancing formalization of private enterprises; (3) improving financial and non-financial services to MSMEs; (4) integrating SMEs and entrepreneurs in progressive value chains; and (5) addressing enabling environment policy reform initiatives to facilitate MSME development that is aligned to the Government of Egypt's (GOE) socio-economic strategy.

SEED supports the growth of MSMEs and promotes entrepreneurship in Egypt by working with and through intermediary service providers to improve their management and operational skills, products and services, and marketing and outreach to their clients and our ultimate target beneficiary. SEED funds are primarily designated for training, capacity building and technical assistance using both domestic and foreign firms and individuals.

SEED's stakeholders and counterparts include but are not limited to the following:
  • CSR experts and implementers
  • SMEs and entrepreneurs;
  • Government of Egypt stakeholders;
  • Public organizations;
  • Public sector reform champions;
  • Private sector reform initiatives;
  • Academic sector reform initiatives;
  • Business Development Service Centers (BDSCs);
  • Capacity building consultants, trainers, mentors and coaches;
  • Business associations;
  • Banks;
  • Non-Bank Financial Institutions (NBFIs);
  • Investors; and
  • Large domestic and international corporations.

SEED will collaborate with other development partners (donors) and other USAID contractors to take full advantage of synergistic opportunities in achieving results. Special focus will be given to disadvantaged areas and populations such as women and youth. Youth is defined for the purpose of this activity as individuals who are between ages of 15 and 29 years old.


The Federation of Egyptian Industries (FEI) is one of the country's largest employers' associations, with 20 industrial chambers as members, representing over 60,000 industrial enterprises out of which more than 90% belong to the private sector; accounting for more than 7 million workers and 20% of the national economy.

Since its inception, the Federation of Egyptian Industries [FEI] has been carrying out its responsibilities towards defending and supporting Egyptian industries, firmly believing in industry as a pillar of the sustainable development of the country and as an effective tool to alleviate poverty and attain prosperity. Therefore, the FEI effectively advocates the common interests of its members and defends their positions towards governmental and legislative bodies, as well as other local and international associations. In June 2015, with ILO support, the FEI established a new unit for CSR. The CSR Unit aims to:
  • Raise awareness of responsible business principles and standards among companies and government departments;
  • Encourage companies to adopt CSR strategies which promote competitiveness and innovation while integrating business into the community and creating a "shared vale";
  • Provide specific analysis and understanding of CSR practices for SMEs;
  • Partner with international organizations, educational institutes, and entrepreneurs' associations to foster business culture that includes CSR concepts and practices; and
  • Promote adoption of social compliance management systems, developing ethical supply chains, and developing ethical business approaches by members of industrial sector.


To work closely with the FEI Executive Management and CSR Unit to collaboratively develop a three-year strategic plan to achieve the defined strategic goals and objectives (including, among others, developing a road map to develop the current organizational structure of the CSR Unit into a larger CSR Center, and establishing corresponding CSR Units at each or most of the member industrial chambers). The Strategic Planning Expat Advisor will be supported by an Egyptian STTA CSR Advisor.

  • Meet with SEED COP and Component Leads to get understanding of SEED's focus, activities, and constraints relevant to the objectives expressed in this SOW;
  • Work closely with the Component C Team to develop an action plan and timeline for the assignment;
  • Review prior reports including but not limited to previous and draft CSR strategies, mapping CSR initiatives, CSR in Egypt papers; the mandate of FEI's CSR Unit, CSR trainings, CSR annual conferences, etc.;
  • Meet with FEI Executive Director, Board Members, and other stakeholders (e.g. ILO, FEI Chamber representatives, and CSR leaders) to gain their understanding of and vision for the role of the FEI CSR Unit, and ultimately the CSR Center in the coming three years;
  • Meet with FEI Executive Director, CSR Unit Head, and FEI Senior Consultant(s) to agree on the design, organization, and execution of the FEI CSR strategic planning workshop;
  • In collaboration with the SEED Team and FEI, identify participants (FEI leaders/members and CSR leaders) to invite to the strategic planning workshop;
  • Facilitate the FEI CSR strategic planning workshop, including an end of workshop survey of the participants to accumulate lessons learned for the future;
  • Draft a strategic plan containing the vision, mission, activities, timeline, and expected achievements of the FEI CSR Unit for the coming three years;
  • Present the plan to FEI leadership and revise if necessary;
  • Conduct an end of assignment final presentation to SEED and USAID management;
  • Identify, discuss, and address gender-specific issues related to the assignment, as appropriate; and
  • Be available to the COP, Component C Leader, and Team to contribute to meetings, presentations, including a final presentation to USAID, and other activities as requested.

  • A strategic planning workshop for FEI and survey analysis resulting in lessons learned going forward.
  • A final draft of a 3-year strategic plan for the FEI CSR Unit.
  • An end of assignment report for SEED and USAID management describing the intervention, including the names and contact information of the people met during the assignment, a list of all the people and contact details attending the strategic planning workshop, a summary of the workshop evaluation survey, a copy of any documentation obtained throughout the assignment, and a detailed set of findings, conclusions, and recommendations with regards to follow on activities needed to ensure the sustainable success of the FEI's CSR Unit.
  • An end of assignment presentation to SEED and USAID management.

Minimum Requirements
  • A minimum of master's degree in management, administration, economics, social science, business or any other related fields.
  • Must have at least 10 years of experience in CSR related activity.
  • Must have prior experience in strategic planning for business organizations/associations.
  • Good problem-solving and analytical skills.
  • Excellent attention to detail demonstrated through strong analytical skills.
  • Excellent verbal and written communication skills.
  • Experience working overseas in dynamic and developing contexts.
  • Experience as a facilitator of professional meetings, forums and events.
  • Must be proficient in writing, reading and speaking in English, Arabic a plus.
  • Awareness of and experience with gender-related aspects of CSR programs is preferable.

Preferred Qualifications
  • Previous USAID experience
