The position provides an opportunity to develop the cutting-edge technology that supports some of our nation's fundamental defense services. Program Execution:
  • Develops program and subcontractor plans /schedules that are highly complex in nature, high value, with a new customer, and/or in a new market area
  • Establishes and implements program plans that achieve the overall current and long term objectives of the business unit and division, and meet program schedules
  • Implements hierarchical review structures to status work in process, monitor leading indicators, and develop work-around options within the given trade-space of programs/portfolios
  • Responsible for the total life-cycle of programs and sets program baselines
  • Matches technical approaches to appropriate schedule methods
  • Identifies potential subcontractors for program elements and establishes partnerships with those subcontractors

Profit Generation:
  • Responsible for customer satisfaction, leadership, overall performance, schedule, and profit and loss of large programs, or a portfolio of programs and products through out entire program life cycle
  • Provides authoritative and compliant guidance regarding work authorizations and charging costs

  • Leads programs in customer negotiations, including contract change negotiations and is able to negotiate win-win solutions

Risk Management:
  • Balances program plans, risks, and opportunities with executable strategies to meet technical requirements and budgets
  • Identifies scope changes and develops program positions for equitable cost and schedule adjustments
  • Uses incremental development and other strategies to develop an agile program in order to support early risk mitigation
  • Decouples risk items from main-stream program to the greatest extend possible
  • Evaluates high risk requirements using CAIV and develops strategies to minimize risk

Program Performance:
  • Conducts reviews to drill down into issues on programs, identify risks, develop corrective actions, and communicate issues, impacts and corrective actions to program teams
  • Initiates efforts to correct departmental, division, or group wide issues that impact the division

Business Development:
  • Develops customer relationships Leads effort to establish product, program, or proposal strategies that meet business goals
  • Ensures that program plans both enable future phases of programs, and position General Dynamics for work share, in all life-cycle phases
  • Proposes new features and functions to grow the scope of programs/portfolios

  • Executes programs/portfolios within guidelines set by internal General Dynamics business policies

  • Develops strong cross-functional teams and a working environment that fosters professional growth for team members as well as good relationships with customers, government agencies, and suppliers
  • Leads programs with responsibility for customer satisfaction
  • Develops and communicates top-level program philosophies and approaches to program teams and develops buy-in
  • Provides guidance and mentoring to program team members on contract change negotiation techniques

  • Leads and coordinates the technical, contract, general management and corporate patent and data rights in program/proposal/subcontracts

Planning & Scheduling:
  • Knowledge of work estimating, allocation, scheduling and progress measurement
  • Ability to recognize overall strategic and tactical objectives and set interim and overarching goals to achieve them
  • Understanding of the basic philosophy of program schedules, risk areas, slack time, and critical paths
  • Ability to use proposal plans and strategies to implement executable program plans
  • Understanding of customer's value proposition and ability to tailor plans to optimize success for stakeholders
  • Ability to organize functional organizations within programs to provide structured hierarchical reporting of program data and metrics

  • Understanding of program office value proposition and ability to make effective trades within program trade spaces
  • Ability to influence customer's expectations and develop win-win outcomes
  • Ability to negotiate equitable adjustments to the baseline program, negotiate changes that benefit the business return for programs, and meet the customer's needs
  • Ability to apply advanced negotiation skills to solve internal, external and customer issues

Risk Management:
  • Understanding of advanced risk management techniques and ability to apply them to programs
  • Scope management skills to control program changes, maximize productivity, minimize cost, and minimize schedule impact
  • Ability to recognize risk on programs and propose mitigations for customer agreement

Program Performance:
  • Ability to identify issues, track progress, and follow through on actions
  • Ability to track work accomplished to baseline plans to ensure rate of work completion is sufficient to meet schedules
  • Ability to evaluate quality of work product to ensure satisfaction of customer requirements
  • Knowledge of work estimating, allocation, scheduling and progress measurement
  • Ability to execute effective corrective actions
  • Ability to understand and analyze program financial data
  • Ability to maximize program cash flow and all positive program financial effects Understanding of earned value data
  • Ability to independently assess program progress

Business Development:
  • Knowledge of business objectives, proposal techniques, and business development for follow on programs
  • Ability to develop and execute proposal plans

  • Ability to align the team on tactical and strategic objectives
  • Ability to creatively balance and align team's focus on stakeholder's objectives
  • Ability to lead a team in the negotiation process
  • Ability to lead others in team building, conflict resolution, motivation, leadership and advanced risk management

  • Skilled in communicating issues, impacts, and corrective actions on programs to leadership
  • Ability to recognize and articulate goals
  • Ability to clearly and concisely report relevant information and to summarize data for senior management

Decision Making:
  • Ability to make sound decisions
  • Ability to lead a group towards sound group decisions
  • Senior management customer interface.
  • Internal interface at Department level as required.

Basic Qualifications:

The Program Manager position requires a Bachelor's degree in Business Administration, Business Management or related technical field or equivalent is required. In addition, a minimum of nine years of directly related experience, and demonstrated results, in leading development or production efforts is required, a minimum of twelve years of directly related experience is preferred. Master's degree is preferred. Experience leading proposals is required. Any combination of education and experience can be considered commensurate. Formal project management training required and a PMI certification is preferred
