This position provides day-to-day leadership, direction and guidance to the proposal team for the preparation, assembly, and submittal of assigned proposals. Assigned proposals are generally of defined scope and normal risk profile and may involve joint venture or consortium partners. This position is also accountable for completing proper risk reviews for the assigned proposals and reviewing cost estimates and commercial and technical exceptions with all proposal team members. This position is responsible for coordinating with business partners to answer client questions, negotiate terms, and ultimately conform contracts after proposal submittal. |
Principal Duties and Responsibilities
Shared Ownership / Common Purpose / Respect / Accountability:
•Leads and directs the proposal effort on assigned proposals based on guidelines set by the Proposal Review Board (PRB);
•Coordinates with business partners to establish the proposal schedule and seeks resources to support the proposal schedule
•Analyzes and reports the status of assigned proposals and negotiations
•Proposal Development - Interfaces with Proposal Coordinators to manage writing, editing, production, assembly, and delivery of assigned proposals. Ensures completeness and accuracy of each proposal.
•Estimating - Participate as required in BOQ reconciliation meetings and Cost Review Board meetings. Follow up on CRB actions and alignment of cost assumptions and RFP clarifications.
•Market Analysis - Tracks assigned proposals and updates and reports the status of those proposals to Director of Proposals and to senior management, as appropriate.
•Competitiveness - Active involvement in the development of proposal process improvements, incorporation of lessons learned and cost reduction ideas, and development of market intelligence of competitors.
-Assists in the coordination and integration of reviews by legal, contracts, insurance, finance, treasury, and tax support groups for assigned proposals.
-Assists in the negotiations with clients, business partners and key suppliers as requested.
-Obtains direction from Director of Proposals or Commercial Manager for the business deal points for assigned proposals.
-Obtains final contract approval from legal and the Proposal Review Board
•Execution Planning - Facilitate proposal plan and schedule development. Ensure project management participation in the proposal process including active participation in the project execution plan and review of critical commercial terms of the contract.
•Procurement - Coordinate proposal procurement planning sessions with the Procurement Manager including the development and application of global sourcing strategies, supplier and subcontractor alliances, and bid tab reviews.
•Construction - Facilitate interface with B&V Construction staff or Construction partners regarding proposal deliverables required.
•Quality - Implement Living Quality Behavior concepts and provides quality observations on ongoing proposal efforts. Implements Safety, Quality, Ethical Standards, in accordance with Policies, Standards, and Guides
•Project Controls - Coordinate project schedule development with Project Controls including development of manpower loading, schedule metrics, and coordination of cash flows.
•Actively manages the proposal budget for assigned proposals
•Prospect Screening - Participates in prospect screening sessions with Director, Proposal Management, RGM's and others as required to provide timely and strategic screening of each prospect.
10+ years of project or proposal experience

Preferred Job Qualifications
Bachelor's Degree in engineering preferred.
Proposals, sales, and negotiation training preferred.
