Senior Systems Engineer - Program Control

IDS Engineering's Systems Validation, Test and Analysis Directorate (SVTAD) is the central focus for integration, test and validation activities. SVTAD employees provide the expertise to ensure customer success through the development and execution of innovative and comprehensive test, verification, and validation strategies, processes, tools and techniques. SVTAD employees are involved in all aspects of test including: design-for-test, integration, subsystem and component level testing through sell-off of IDS ' most sophisticated systems and technologies.
Opportunities currently exist within SVTAD's Seapower and Sensor Systems Department in San Diego CA. The Seapower and Sensors Systems Department (SSS) provides expertise in the integration, validation, and sell off for various defense programs within IDS. SSS Engineers are involved in all aspects of the Integrated Product Development System (IPDS) cycle. SSS engineers have ownership authority to ensure that individual items are integrated and perform as expected as well as ensuring that the system can be sold off. In San Diego CA some of the programs SVTAD SSS supports are the Ship Self Defense System (SSDS), GPS-based Position, Navigation and Timing Service (GPNTS), Landing Platform Dock (LPD) programs and Zumwalt Total Ship Activation

Job Description:

The Senior Engineer will work and report to the Total Ship Activation leader and perform activities of a Control Account Manager (CAM) responsibilities to include;
  • Oversee the cost and schedule of the team using Earned Value Management System - EVMS.
  • Prepare metrics and tracking processes for clear snapshot into the program cost and schedule.
  • Prepare cost estimates or provide information for new business generation of estimates.
  • Establish a process that clearly and concisely provides milestone measures of work associated with the TSA Contract is on all technical objectives within the Contractor's cost and schedule baselines.
  • Establish measures of subcontractor's/supplier's to ensure all deliverable products comply with contractual requirements.
  • Develop and maintain the DDG 1000 Class Activation Integrated Master Schedule (IMS) - identify the critical path, all major program events, program milestones, and activities for successful execution
  • Provide support to critical program reviews, including gate reviews, Estimates At Complete (EACs), Integrated Baseline Reviews (IBRs) and Joint Surveillance Reviews (JSRs)
  • Travel to RI or DC to support program requirements as needed.

NOTE: This position can be Salary Grade E03 or E04, based upon the candidate's qualifications as they relate to the skills, experience and responsibility requirements for the position.

Required Skills:

  • Minimum of four (4) years of experience in a CAM or similar Engineering role with full responsibilities managing multiple Technical Instruction (TI) contracts.
  • Experience with proposal developments and risk and opportunity (R+O)
  • Active Secret clearance or obtain interim within 30 days from date of hire

Desired Skills:
  • Experience with waterfront integration and activation
  • Experience as an Engineering Integrated Product Team (IPT)
  • Excellent teaming, influential, and verbal, written and presentation skills.
  • Excellent organization, planning and driving to execution skills.
  • Excellent problem solving, sound judgment, and decision making.
  • EVMS Certified
  • Knowledge of Six Sigma methodologies.

Required Education:

  • Bachelor's Degree in Engineering, Science, Mathematics, or related engineering disciplines.
