Job Summary
AECOM Program Management is seeking an Electrical Commissioning Engineer to support new construction building commissioning and existing building retro-commissioning projects in the Mid-Atlantic Region. The qualified candidate will have proven past performance in engineering design and construction in the healthcare, mission critical, DoD, higher education, and the K-12 market. The candidate will interface daily with both AECOM design and construction professionals well as clients, construction personnel, and facility managers.

The responsibilities of this position include, but are not limited to:
  • Possess project specific knowledge of the program's commissioning requirements as defined in the project specifications and commissioning plan.
  • Manage and lead the overall project including technical, financial, and client satisfaction
  • Accountable for the development, coordination, and execution of the design phase, construction phase, testing/training phase, warranty phase activities, final commissioning report and personnel under his/her direction
  • Establish the scope, work plan and work schedule and ensure this is communicated to the Project staff and Department Managers
  • Ensure that programs are conducted within budget and on schedule
  • Perform Electrical Commissioning Reviews of construction documents
  • Attend and actively participate project coordination meetings
  • Lead field commissioning coordination meetings.
  • Record and distribute commissioning coordination meeting minutes.
  • Review Shop Drawings and Equipment Submittals Develop Pre-functional Construction Checklists for Electrical Equipment and Systems
  • Develop Functional Test Procedures for Electrical Systems
  • Perform Construction/Installation Observations
  • Evaluate equipment and building control/SCADA system installations with respect to contract documents and industry standards
  • Evaluate equipment and building control system installations with respect to the construction schedule
  • Provide detailed daily construction observation reports or as required when working on a project location.
  • Assist in the Training of Facility Operators on Mechanical Systems
  • Witness Electrical and PLC Startup Procedures
  • Witness/Backcheck NETA Electrical Acceptance Test Results
  • Perform Functional Test Procedures for Electrical Systems
  • Assist in Troubleshooting Electrical, PLC and Control Systems
  • Position requires 30% construction site presence
  • 25% Overnight Travel may be required

Minimum Requirements
  • Bachelor's degree in Electrical Engineering or related field
  • 10 years of relevant work experience
  • PE eligible
  • Commissioning and/or NETA Certification
  • Electrical design, installation, construction, testing experience, construction administration, and project management experience
  • Must have a thorough understanding of the responsibilities to both the Company and the client as set forth by the contractual agreement
  • Due to the nature of this work, U.S. citizenship is required
  • Must possess a valid driver's license

Preferred Qualifications
  • PE certified
  • Strong organizational, interpersonal, and communication skills
  • Strong technical skills in facility system design, construction and operations
  • Expert level knowledge in the installation, calibration, checkout, and troubleshooting of Electrical Controls and PLCs
  • Excellent problem solving skills
  • Ability to conduct technical presentations and discuss commissioning subject matter with authority
