Job Summary
AECOM is seeking a Quality Lead to be based in our Lloydminster Alberta location.

This position will be responsible for the successful planning of Project Construction Quality Functions and maintaining surveillance of the project's quality performance. Execute overall control, direction and management of contracted deliverables with respect to quality. Responsible for the development of project quality plan, Inspection & Test Plans for all disciplines, review quality manuals to incorporate the client specific requirements. Manages and coaches staff. Will have between 10 to 15 years of Construction experience within a Quality Management role.

Responsibilities may include:
  • Employee Management:
    • Coach and mentor Quality staff on the project to ensure staff is following the defined process and procedures for the group
    • Ensure training and the new employee set up is completed for all new quality hires within the project
    • Ensure functional coverage for the project
    • Review and approve any shift changes and holiday requests
    • Perform Performance Management reviews with direct reports as part of the Employee Development Plan
    • Align the project quality group to the Managed Transfer process to align with the timing of project deliverables
    • Participate in the recruitment and selection of new quality staff
    • Ensure all newly hired Quality employees on the project have completed the Training assessment and personal development plans
  • Functional Responsibility:
    • Prepare and participate in functional internal audits as per the Attest Schedule
    • Develop, update and review all changes to the Quality Management System (QMS) for the project ensuring that the Client's quality deliverables are maintained
    • Revise and update changes to the Quality procedures and work instructions as per client recommendations
    • Ensure any changes to the documents are reviewed and approved by the Client and the Construction Management team
    • Generate and review all Inspection and Test Plans (ITP's) with Project Management to ensure completeness
    • Prepares internal quality audit programs and oversees the audits as per approved schedules in accordance with pertinent quality documents
    • Prepares all corresponding reports thereafter
    • Ensure that all employees in the work unit are in compliance with the requirements of the Infrastructure - Quality Management System and Project Specific Construction Quality plan
    • Ensure random and systematic checks that the Quality System is documented, effective, up to date and understood/adhered to by the Quality team
    • Set up key result areas and monitor/reports on the performance of the team
    • Explains and presents complex ideas. Anticipate potential objections and prepare accordingly to influence the audience
    • Review all inspection reports and communicate results with the Construction Management team and DQM
    • Ensure Quality Inspection Flow Chart and Work Instructions are followed
    • Complete & Transmit AB-40, AB-81 & AB-83's to Client & Regulatory Authorities (ABSA)
    • Complete Custody Transfer Forms
    • Coordinate File Management System for Subcontractor QA/QC Documentation
    • Develop System Walk Down Packages
    • Provide Progress Reports on Progressive Close Out of Change Management Documents
    • Review and approve subcontractors procedures & Quality plan
    • Review and ensure Nonconformance Reports (NCR's), Corrective Action Reports (CAR's), Preventative Action - Reports (PAR's), and Request for Information (RFI's) generated by the discipline specialists or the Client are addressed and logged in a timely manner. Review the effectiveness of proposed disposition and recommend changes for improvement
    • Review and approve of draft ITP's generated by the discipline specialists
    • Review and approve Quality Surveillance Reports (QSR's) generated by the discipline inspectors and Client
    • Assist Workface Planning in package development
  • Communication:
    • Attend and participate in various meetings to address or advise on quality issues and or progress from Construction, the Client, direct reports etc.
    • Effectively communicate with all departments and levels of the organization, as well as to the client as required
    • Ensure effective reciprocal information exchange
    • Meet with Quality Manager regularly to discuss project conformation
  • Team Work:
    • Represent the Quality team for all regular project meetings including the Quality stewardship meetings with the Construction Management team
  • Document Administration:
    • Complete and submit monthly documents to appropriate Departments (e.g. timesheets, expense reports etc.)
    • Post, review and print any required information from FDMS which pertains to current tasks responsibilities and projects
    • Approve and submit any invoice/timesheets which have business unit expenditure to the appropriate projects

Minimum Requirements
Minimum Requirements:
  • Civil Engineering Technology diploma
  • Minimum of 7-10 years' experience in construction management
  • Supervisory experience required

Preferred Qualifications
Preferred Requirements:
  • Experience in construction management preferably with a P. Eng. or CET (Chief Engineer Technician) designation
  • Knowledgeable with Provincial Regulatory Authority(ABSA) requirements
  • Knowledgeable with International codes and standards
  • CWB Level 2, CWB Level 3
