Corporate Information and Knowledge Manager
Public Sector / London based Council
Purpose of the Job:
The Corporate Information and Knowledge Manager will lead and develop this infrastructure promoting it within the Council and externally.
The Information and Knowledge Manager will:
  • Take responsibility for, lead and deliver all aspects of the Council's Corporate Information and Knowledge Management Strategy
  • Take responsibility for lead and deliver all aspects of the Council's Corporate Web Strategy
  • Ensure that the Information Management policies proactively enable the Mayor's priorities
  • Be the authority's lead expert on all records, information and knowledge management issues including how information and knowledge management supports online service delivery and the transparency agendas
  • Ensure that an effective support framework is in place for the council's electronic document and records management system (CDM)
  • Take responsibility for, changing information management behaviour and improving understanding at all levels throughout the Council
  • Take responsibility for the Council's knowledge management strategy, developing the business case for introducing knowledge management disciplines to the Council
  • Provide professional advice to the Management Team, service managers and other Council officers about information and records management; its contribution to business and service improvement as well as compliance with relevant legislation and standards
  • Take responsibility for providing a business analysis, procurement and project management service for the Information Management & Web programmes ensuring that projects are delivered effectively
  • Be responsible for managing cross directorate working groups and contributing to strategic Council projects involving information management and e-business development
Experience & Skills:
  • Educated to degree level in Information Management or equivalent experience
  • ITIL V3 Foundation minimum or Prince 2 Practitioner
  • Experience of managing a corporate information management service
  • Experience of deployment and management of a corporate EDRMS
  • Experience of working in a corporate information governance framework
  • Experience of the systems lifecycle (Specification, Procurement, Testing & Implementation, Maintenance and support)
  • Experience in programme and project management, with a particular emphasis on recognising potential opportunities and conflicts across projects;
  • Experience of strategy development
  • Able to evidence practical experience of procurement of services in partnership with service providers
  • Experience of budget management
  • Expert knowledge of information and records management
  • Understanding electronic information and records systems, design and or deployment data bases
  • Good understanding of ICT in the context of information and records management
