The Program
Here is your opportunity to work on the first ever high-speed rail program in the U.S. while growing your career on a groundbreaking project. The California High-Speed Rail program will connect the mega-regions of the state, contribute to economic development and a cleaner environment, create jobs and preserve agricultural and protected lands. By 2029, the system will run from San Francisco to the Los Angeles basin in under three hours at speeds of more than 200 miles per hour. The system will also extend to Sacramento and San Diego, totaling 800 miles with up to 24 stations.

The Role
The California High Speed Rail Authority has awarded WSP | Parsons Brinckerhoff the Program Management role within the Rail Delivery Partners (RDP) program delivery team. As a result we have an immediate opportunity for an enthusiastic and motivated individual interested in furthering their career in the field of Administrative Management at our Sacramento, CA office. The Staffing Resource Analyst will serve a pivotal role in our California High-Speed Rail project office, with duties and responsibilities that include examining and evaluating data to present alternative actions in relation to the evaluation of the workforce planning strategy. These will be accomplished through:

  • Current Human Capital Assessment - Assessing current employees' skill sets based upon job function, division, or other organizational classification; obtain from each functional division estimates of transfers and promotions into, out of, and within the division; and project future movement
  • Future Needs Analysis - Analyzing new positions or skill sets needed; positions to be changed, eliminated, or left unfilled; job-sharing opportunities; job needs; organizational structure changes; costs of changes; adjustments in overhead, contracted labor, and supervision
  • Gap Analysis - Conducting gap analysis to identify disparities in current staffing versus the staff resources needed for the forecasted workforce
  • Solutions Analysis - Balancing organizational needs and financial constraints
  • Client Support - Coordinate necessary information with client staff to complete the job duties listed

    Job Requirements
    The Requirements
    The requirements of the Staffing Resource Analyst are:

    • At least seven years' experience in project or engineering office administration for the design and construction of large infrastructure projects
  • Bachelor's degree in a relevant discipline
  • Proven ability to work with a wide range of disciplines connected with the successful completion of projects
  • Excellent communication and organizational skills, both orally
  • Excellent attention to detail, analytical skills, interpersonal skills, ability to multitask
  • Candidates with recent experience of rail programs for the state of California preferred
  • The ability to work in the United States immediately is required, local candidates preferred
