About the Business Line
AECOM's Global Support Services (GSS) organization resides within AECOM's Government business line and is comprised of three divisions - International Development, Operations and Mission Support, and Global Programs. GSS has the international presence, personnel networks and procurement infrastructure to deliver support for any mission, anywhere. ADAPT Asia-Pacific

Under a six-year contract with the U.S. Agency for International Development (USAID) that runs through September 2016, AECOM is implementing the ADAPT Asia-Pacific project to assist eligible Asian and Pacific countries in gaining improved access to finance for climate change adaptation. ADAPT Asia-Pacific has established a financing facility that provides a combination of technical assistance, capacity building and networking related to accessing climate adaptation funds. ADAPT Asia-Pacific also works with regional, international and U.S. partners to share and replicate best practices among national and local stakeholders.

Focus countries in Asia include Bangladesh, Cambodia, India, Indonesia, Laos, Maldives, Mongolia, Nepal, Philippines, Sri Lanka, Thailand, Timor-Leste, and Vietnam. Eligible Pacific island nations comprise Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Marshall Islands, Nauru, Niue, Palau, New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu.

General Role and Responsibilities:

The Capacity Building Team Leader will provide day-to-day technical and management oversight to the capacity building component. S/he will ensure technical quality of project deliverables and consulting inputs, and will coordinate activities with other component and task leaders to identify and mobilize resources to achieve project goals. The Capacity Building Team Leader will be responsible for overall strategic and planning directions, technical input in selected areas, and work plan monitoring and evaluation.

Primary Responsibilities:

Principal responsibilities include the following:

  • Manage the day-to-day activities associated with all capacity building program activities throughout the target geographic regions;
  • Design and manage subcontracting relationships related to capacity building needs, including preparing draft scopes of works, assisting in the selection of qualified organizations, monitoring quality of technical inputs and review of deliverables;
  • Manage long-term technical staff and short-term consultants, including preparing draft scopes of work, managing timing and quality of inputs and reviewing and approving staff/consultant deliverables;
  • Ensure technical quality and timeliness of relevant capacity building courses, training events, workshops and other related activities;
  • Engage with government counterparts, local partner organizations, academic and research institutions, and multilateral donor organizations to identify appropriate technical assistance and capacity building needs;
  • Support the development of project work plans, quarterly reports, annual reports, results reporting and other communication and technical products related to capacity building, in collaboration with other team members;
  • Coordinate with other component leaders, task managers to ensure complementarity of activities across all components of the program; and
  • Other tasks as assigned

Minimum Requirements
  • Subject matter expertise in regional capacity building programs;
  • Past experience in climate change adaptation and development assistance programs;
  • Experience in identifying training needs and designing training programs;
  • Familiarity with the political, social, and cultural context of the Asia-Pacific region;
  • Command of written and oral communications in English; and
  • U.S. or Thai citizenship preferred.

Preferred Qualifications
  • Previous USAID experience
