We deliver creative solutions for building projects for industry, government, commercial and leisure sectors. Job Summary
Our NASA Ames Research Center office focuses primarily on highly specialized mechanical, electrical and structural infrastructure engineering for large wind tunnels, thermal testing facilities and substations. We are looking for a person who wants to apply their passion and enthusiasm for design in a collaborative and progressive work environment. The candidate must be flexible and able to adapt to rapidly changing project requirements and deadlines. The candidate must be a proactive leader willing to take ownership of system decisions, educate him/herself in new technologies and spearhead the effort to implement those technologies.

Specific Responsibilities include:
  • Utilize SKM Systems Analysis Software to:
    • Create models of all high voltage, medium voltage and low voltage systems as data is made available
    • Maintain existing models to:
      • Be current - updating the models as changes are made or errors are found
      • Analyze proposed changes
      • Perform load flow, fault, coordination, motor starting, arc flash analysis
      • Create relay settings
      • Print Arc Flash labels to be installed on equipment
  • Set SEL Relays
    • Translate the setting information generated by SKM into complete settings for the relays
    • Calculate the settings for the SEL-387 and SEL-587 relays that do not use the SKM input
    • Create settings/programming for SEL relays that are not calculation based (SEL-2100, SEL-2407, etc.)
    • Put settings on the relays in the office, field or via network connection
    • Provide settings to the relay technicians for confirmation via testing
    • Maintain the setting database utilizing the SEL AcSELerator Quickset and SEL-5010 software
    • Maintain a database of information on all SEL relays which includes installation location, part number, serial number, FID, etc. for each relay
    • Provide PDF files of all SEL relay settings files for inclusion in the EPrO Database
  • Set Alstom/ Schneider P124 and P116 relays
    • Translate the setting information generated by SKM into complete settings for the relays
    • Put settings on the relays in the office, field or via network connection
    • Provide settings to the relay technicians for confirmation via testing
    • Maintain the setting database utilizing the Schneider S1 Studio software
    • Maintain a database of information on all P124 and P116 relays which includes installation location, part number, serial number, etc. for each relay
    • Provide PDF files of all P124/P116 relay settings files for inclusion in the EPrO Database
  • Prepare SEL Automation Network Designs
    • Design the system as new projects come along to allow the expansion of the network to more relays
    • Create settings for the secure gateways - SEL-3622 and SEL-3620
    • Create settings for the secure radios - SEL-3060
    • Create settings for the RTAC Automation Controllers - SEL-3530
    • Create HMI graphics for the alarms and SCADA screens on the RTAC's network interfaces
    • Network management of
      • Addresses in coordination with NASA IT
      • IPSEC tunnels
      • Network design
      • Network planning
      • Network security
      • Login IDs
      • Manage and monitor the protective relaying networks and devices
      • Monitor networked equipment for alarms
  • Support Project Design/Construction
    • Assist with the design of the relay and associated control functions on new projects
    • Provide preliminary short circuit, loading, and arc flash information during design
    • Design/draft relay, automation and control diagrams when necessary to be included in new projects
    • Assist with the review of shop drawings for systems associated with the protective relaying and networking
    • Assist with the construction supervision of the systems that incorporate the protective relaying and networking
    • Install final settings in the devices prior to acceptance testing, supply the contractor with the final settings for use in acceptance testing, review acceptance testing documentation, and inspect installation of protective relays and networking
  • Support HV Operations Personnel
    • Assist in analysis after a relay operation is experienced
    • Work with the operators to acquire permission to change relays
    • Inform operations prior to making relay setting changes and coordinate date/time to make changes on critical facilities
    • Coordinate with operators for the testing of new relays and devices
    • Work with the operators to develop new relaying schemes to improve the operation of the HV, MV and LV electrical systems at ARC
    • Maintain:
      • Backup copies of all databases
      • All setting files
      • All configuration data
      • All program files
      • Software and firmware to current revision levels as appropriate
    • Train operators, relay technicians and appropriate staff on relaying topics
  • Support the Protective Relay Technicians as necessary in the setting and testing of electromechanical, solid state and microprocessor based relays
  • Calculate settings for and assist with the setting of the medium voltage, padmounted switches
  • Make sure all new relay data is input into the EPrO Database either personally or via the Relay Technicians or submitted to the EPrO Database Manager
  • Prepare equipment specifications for protective devices
  • Review submittals and shop drawings and answer RFI's for projects with respect to protective device design and installation
  • Perform field investigations, field inspections and witness and/or assist with start-up/acceptance testing activities in HV substations to 115 kV
  • Work effectively in a collaborative environment with Architects, Mechanical Engineers, Civil Engineers and Structural Engineers on large multi-discipline projects
  • Coordinate, communicate and cooperate effectively with High Voltage Electricians and Maintenance and Operations Personnel
  • Communicate effectively verbally and through the use of Word, Excel, PowerPoint and SharePoint

Minimum Requirements
  • Bachelor of Science Degree in Electrical Engineering with emphasis on power systems
  • 15 years of experience in building/industrial/utility engineering
  • CA Professional Engineer Registration
  • Due to the nature of the work, US Citizenship is required
  • Ability to travel for work for training, conferences and off-site work
  • Knowledge of power system analysis using SKM Software to perform load flow, fault, coordination, arc flash and transient motor starting to develop relay settings
  • Knowledge of protective relay design principles and practices for electro-mechanical, solid-state and microprocessor-based (SEL) relays
  • Knowledge of setting, programming and testing SEL relays in the lab and in the field
  • Knowledge of medium (15kV) and high voltage (115kV) substation layout and controls
  • Ability to perform field investigation work near energized electrical equipment from 50V to 115kV; ability to climb ladders and work at elevated locations such as roof tops; ability to work in confined spaces such as manholes
  • Working knowledge of common design methodologies for switchgear, switchboards, motor control centers, variable frequency drives, generators, transformers, distribution panels, various raceway systems and underground medium voltage distribution
  • Working knowledge of common building engineering codes and standards such as the NEC, NESC, NFPA, IEEE and NETA

Preferred Qualifications
  • MSEE with emphasis on electric power systems
  • Working knowledge of substation real time automation and control
  • Working knowledge of AutoCAD
  • Understanding of electrical power requirements for HVAC systems and interface with utilities
  • Understanding of electrical power controls and ladder logic
