Assistant Quantity Surveyor


* To assist the Quantity Surveyors to maximise planned gross margins on projects through the placement and control of contracts and subcontracts
* To assist with the assessment, review and mitigation of commercial and contractual risks and the implementation of policies for risk management
* To assist with the authorisation and the submission of project variations
* To assist with the authorisation of the placement of contracts, subcontracts, material and plant orders
* To assist with the maximisation of cash flow through the control, measurement (including quality) and valuation of work, and the invoicing of customers and payment of suppliers


To assist the QS to:

* Appoint contractors & subcontractors & to place orders for materials / plant within delegated authorities
* Propose, negotiate and agree with the Project Manager's variations to contracts with commissioners/customers and suppliers within delegated authorities
* Implement policies for price, costs and gross margins
* In the measurement and valuation of work to support the invoicing of customers and payment to suppliers within the delegated authorities
* Financially manage (cash) projects
* Agree the progress and value of work with customers and suppliers

Main Activities:

* To implement and comply with policy and procedures, all legal requirements and best practice on projects and within the commercial function
* To implement policy and procedures and all legal requirements to implement best practice
* To maximise planned gross margins on projects and support the achievement of the project's budgeted profitability
* Raise invoices and manage commissioners'/customers' payments
* Control, measure (including quality) and value work
* Recognise contractual, commercial and operational risks and propose ways to mitigate them
* Provide regular, accurate, consolidated reports and forecasts for the project to the project and area management and commissioners'/customers on:

* Risks
* Finance
* Operational performance
* Capability and capacity
* Compliance with policies and procedures


1) Specialist Knowledge & Skills

* Knowledge of complying with policies and procedures for commercial functional governance
* Ability to assess, control, mitigate and report risks and to implement risk policy
* Ability to recognise contractual, commercial and operational risks and propose ways to mitigate them
* Able to support the fulfilment of contracts safely, on time, and to the required quality while minimising costs

2) Relevant Experience

* Experience in quantity surveying or similar
* Commercial awareness
* Able to work as an individual and work co-operatively as part of a team
* Excellent communication skills both written and verbal
* Working in a highways office
* Understanding of relevant health and safety legislation and codes of practice

3) Additional Requirements

* Ability to travel to remote offices
* Occasional unsocial hours
* Ability to work on site (surveys)
