Connect2Kent is seeking a temporary Clerk of Works to join our client based in Ashford 2-4 days a week for a three month period with a view to this being extended to help the team out with inspections of site works as they progress. |
The candidate would need to have a minimum of a HNC/HND in Civil Engineering with at least 5 years' experience in site inspections of highway works, they would be based in Ashford but could be asked to travel within Kent depending upon need.
Undertake a site audit site inspection on new works under s38 agreement for the construction of adoptable roads, as well as insect works to the existing highway under a s278 agreement. To ensure that these works are in accordance with the approved design, compliance with planning consents and meet Kent Standards to enable adoption to take place,
Cultivate positive relationships with all development partners to encourage creative partnership working and the delivery of the relevant aspects of Kent County Council's strategic transport and development plans and the Vision for Kent. Through close working, be 'ambassadors' for KHS services to these partners.
To encourage consistency of approach and compliance with current standards.
Apply Road Safety Audit (RSA) techniques in respect of highway alteration schemes needed for new developments and also in the context of Quality Audits for new development layouts.
Maintain good staff diary information to ensure full recovery of costs.
Ensure complaints are managed sympathetically and in line with KCC procedures and that complaints management is used to maintain and develop customer service and standards.
Ensure contract compliance in all aspects of the role
This job description will be developed in conjunction with the post holder. It will be subject to regular review and the Council reserves the right to amend or add to the duties listed.
Knowledge and Experience:
Qualified to at least NVQ Level 5 in civil engineering or other relevant discipline.
Experience of general highway engineering and site inspections.
Knowledge of relevant standards, national and local guidelines, An understanding of the role of responsibilities of the Highway Authority and of local Government to an excellent knowledge of national & local design standards and planning guidance.
Skills and Abilities:
Ability to negotiate confidently on behalf of the County Council and District Council partners.
IT literate and willingness to learn and develop.,
Ability to pull together a range of often conflicting concepts in a coordinated way.
Good communication and presentation skills.
