This international civil contractor working on various types of projects including: Highways, Water & Rail; are currently looking for a pre-construction to join their team to work within a JV for a major infrastructure framework.
You will have the responsibility of leading the Estimating and Work Winning team; this will be alongside the Bid Lead. Though established civil contractor, this office is the epicentre to all civil works for the UK and will need someone with great leadership and a proven track record of work winning on a broad range of civil engineering projects.
This is a hands-on role where you will be obtaining the most competitive quotes by understanding the current market trends and to identify and report on risk and opportunity scope.
As the Chief Estimator you will need to have full working knowledge of Estimating software and ensure upgrades are understood and implemented. It is also important that you are aware of current H&S requirements and changes in the market.
Pre tender & Marketing
Manage the development of sound, robust and long term relationships with Clients and Design Teams in line with the general company strategy
Assist/Manage the production of tender documents
Attend pre-tender interviews where required
Provide information to the marketing department as may be requested
Prepare and lead the compilation of tenders
Give instruction to your tender team, and any junior members assigned to your department or team
Prepare material in the agreed format for presentation to the Adjudication Panel
Develop client and consultant relations, including the management of their expectations
Evaluate risk and prepare a register in conjunction with Contracts Manager, Planner and Co-ordinator (where these persons form part of your tender team)
Comply with estimating processes to ensure it complies with standing orders
Work in conjunction with administration staff in preparation of the estimate
Obtain feedback on both successful and unsuccessful tenders
Provide input to the handover process from estimating to contract
Input into the review of supply chain members
Input into innovation ("finding the edge")
Attend meetings with Client, Designers, Quantity Surveyor's, etc where necessary
Carry out negotiations with Clients and/or their representatives within the parameters set out by the management of the Company
10 years' experience in the civil engineering sector - working within heavy civils, rail and utilities
Advanced knowledge of cost principals and procedures
Interpretation of specifications on various contracts
Computer literate and will be expected to be conversant with standard software packages and also to use proprietary estimating software
Working knowledge of various construction contracts.
Knowledge of more than one railway discipline
Post contract experience (commercial and/or production).
Pre and post contract experience.
Negotiable depending on experience and qualifications
