My Client is looking for an experienced Commercial Manager to run a team of quantity Surveyors. for a multi disciplined company with a social housing bias|
The successful candidate will be required to
* Input in tender process
o Ensure procurement programme on each contract
o Oversea design development in conjunction with design co-ordinators,making sure milestones are hit with regard to package design.
o Look at equally and approved alternatives to create additional value to Quinn
o Review our Panel of D&B consultants with the project teams to ensure they are delivering in line with our requirements.
o Develop & monitor letting of packages in line with this and the programme,ensuing the right number of competitive quotes are obtained.
o Ensure that the packages are let 'all inclusively and risk is passed on ,liaise with project leaders on this.
o Ensuring sub-contractors pricing for estimating have best chance of securing,once we have won a NA encourages sub-contractor input into our tendering process.
o Review terms & conditions of contract ensuring onerous conditions are avoided/amended to suit.
* Management of Surveyors
o Making sure that surveyors operate commercially and in the best interest of the company.
o Valuations are maximized
o Variation accounts on contracts consistently up to date and PQS agreement on accounts tracked,to ensure Final Account settlement within KPI target at completion.
o Sign off of sub-contract comparisons prior to QS's letting packages.
o Ensure QS's/Project Leaders record delays and make correct EOT claims
o Sign off of sub-contract payments checking recovery of variations paid out.
o Ensuring that sub-contractors are contra charged for works that others carry out on their behalf and/or delays to the contract via payment notices.
o Chair sub-contractor reviews with project teams and call in sub-contractors as necessary
o Attend project meetings to meet client/consultants as required,to offer support/discuss issues.
o Ensure that CVR's are completed correctly and on time for accounts to prepare for board meeting.
o Review of movement on CVR and corrective action taken for the following month.
* Cash Flow
o Cash flow produced within a week of securing a contract and entered on cvr,reviewed on a monthly basis in line with programme and adjusted if necessary.
o Ensure that valuations are submitted on time.
o Ensure certificates are received in line with the terms of the contract and necessary notices issued by PQS. If shortfall,understand why and ensure necessary action taken.
o Liaise with accounts on a weekly bases on 'cash in-cash out'
* Supply Chain
o In conjunction with estimating,encourage sub-contractor relationships & develop favourable terms.
o Supplier rebates and discounts to be developed with Buying Dept
o In conjunction with Buying Dept,ensure we are obtaining most competitive material prices.
o Review plant,use,hire,charges with Buying Dept / Project NA unwanted plant off hired on a weekly basis.
